NOTICE OF INTENT TO AWARD


The Government hereby submits a notice of intent to award a sole source, firm-fixed-price purchase order to:

It is the determination of the U.S. Government that Birdon NE is the only source reasonably available to provide the required storage and winterization of a 47' Motor Life Boat (MLB), asset 47251, pending final disposition.


The justification for this sole-source action is detailed in the attached Justification for Other Than Full and Open Competition (JOTFOC #52000PR260025578). The vessel is currently located at the Birdon NE facility, having been moved there for a Service Life Extension Program (SLEP) evaluation that revealed extensive hull damage. Due to the vessel's compromised condition, it cannot be safely trailered. Relocating the asset would necessitate a hazardous tow operation on the Connecticut River, incurring significant operational risk and additional costs with no commensurate benefit. Continued storage at the current location is the most practical and cost-effective course of action, preserving flexibility for future repair or program decisions while minimizing unnecessary movement and expense.
