AI Contract Overview
The U.S. Government intends to award a sole source, firm-fixed-price purchase order to Birdon NE, located in Portland, Connecticut, for the storage and winterization of a 47-foot Motor Life Boat (MLB), asset number 47251. This vessel, currently stationed at Birdon NE's facility following a Service Life Extension Program evaluation that revealed significant hull damage, cannot be safely moved due to its compromised condition. The Government determined that relocating the MLB via towing on the Connecticut River would pose considerable operational risks and unnecessary expenses without providing sufficient benefit. Consequently, continued storage at the current site is the most practical and cost-effective solution, preserving options for future repairs or decisions regarding the asset's disposition. The estimated contract value is $8,738.31 and the sole-source action aligns with the Federal Acquisition Regulation 13.106-1(b)(1). Birdon NE, identified under NAICS code 336611, is considered the only source capable of providing the required services. Interested parties may respond with evidence supporting a competitive approach, although such a decision remains at the Government’s discretion, and no costs incurred in responding will be reimbursed. This notice is not a solicitation for quotes or proposals, and inquiries should be directed exclusively via email to the Contracting Officer, Joshua Richardson. The place of performance is Portland, Connecticut, and the contracting office is part of the Department of Homeland Security based in Baltimore, Maryland.

Full Description
NOTICE OF INTENT TO AWARD
The Government hereby submits a notice of intent to award a sole source, firm-fixed-price purchase order to:
Company Name:
Birdon NE
54 Riverview Street
Portland, CT 06480
It is the determination of the U.S. Government that Birdon NE is the only source reasonably available to provide the required storage and winterization of a 47' Motor Life Boat (MLB), asset 47251, pending final disposition.
The justification for this sole-source action is detailed in the attached Justification for Other Than Full and Open Competition (JOTFOC #52000PR260025578). The vessel is currently located at the Birdon NE facility, having been moved there for a Service Life Extension Program (SLEP) evaluation that revealed extensive hull damage. Due to the vessel's compromised condition, it cannot be safely trailered. Relocating the asset would necessitate a hazardous tow operation on the Connecticut River, incurring significant operational risk and additional costs with no commensurate benefit. Continued storage at the current location is the most practical and cost-effective course of action, preserving flexibility for future repair or program decisions while minimizing unnecessary movement and expense.
The total estimated value of this action is $8,738.31.
This sole-source contracting action is in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This notice constitutes a synopsis of the services included in this requirement.
