AI Contract Overview
The U.S. Government intends to award a sole-source, firm-fixed-price purchase order to Birdon NE for the storage and winterization of a 47-foot Motor Life Boat (asset 47251) at its facility in Portland, Connecticut, with a total estimated value of $8,738.31. This action is justified under FAR 13.106-1(b)(1) due to the vessel’s extensive hull damage identified during a Service Life Extension Program evaluation, which renders it unsafe to transport via trailer or through the Connecticut River, thereby making Birdon NE the only feasible provider capable of maintaining the asset in its current location. The decision to avoid competition is based on the significant operational risk and cost associated with relocation, with no comparable benefit, and aims to preserve flexibility for future repair or disposal decisions while minimizing unnecessary expenditure and hazard. The procurement is designated as a Partial Small Business Set-Aside, and the only required submission is response to the Notice of Intent, which must provide clear and convincing evidence that competition would be advantageous, cost-effective, and not impede mission objectives—all to be submitted via email to the Contracting Officer by June 8, 2026. The Justification for Other Than Full and Open Competition, identified as JOTFOC #52000PR260025578, is attached and forms the legal basis for the award. The vendor has not been required to submit any representations, certifications, or detailed proposals, as this is not a competitive solicitation, and no line-item breakdowns, inspection criteria, payment details, or contract clauses beyond the justification have been specified. The work is strictly limited to preservation services at the existing site, with no movement, delivery, transport, or additional performance obligations anticipated.

Full Description
NOTICE OF INTENT TO AWARD
The Government hereby submits a notice of intent to award a sole source, firm-fixed-price purchase order to:
Company Name:
Birdon NE
54 Riverview Street
Portland, CT 06480
It is the determination of the U.S. Government that Birdon NE is the only source reasonably available to provide the required storage and winterization of a 47' Motor Life Boat (MLB), asset 47251, pending final disposition.
The justification for this sole-source action is detailed in the attached Justification for Other Than Full and Open Competition (JOTFOC #52000PR260025578). The vessel is currently located at the Birdon NE facility, having been moved there for a Service Life Extension Program (SLEP) evaluation that revealed extensive hull damage. Due to the vessel's compromised condition, it cannot be safely trailered. Relocating the asset would necessitate a hazardous tow operation on the Connecticut River, incurring significant operational risk and additional costs with no commensurate benefit. Continued storage at the current location is the most practical and cost-effective course of action, preserving flexibility for future repair or program decisions while minimizing unnecessary movement and expense.
The total estimated value of this action is $8,738.31.
This sole-source contracting action is in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This notice constitutes a synopsis of the services included in this requirement.
Vendor Details:
- Company: Birdon NE

The Government will not be responsible for any costs incurred by responding to this notice.
This is NOT a request for quotes or proposals.
Questions or comments regarding this Notice of Intent should be directed via e-mail to the Contracting Officer, Joshua Richardson, at Joshua.C.Richardson2@uscg.mil. No phone calls will be accepted.
