Home Forward invites bids for Goose Hollow Lofts Interior Modifications. Bids will be received via electronic submission through BidLocker at https://bidlocker.us/a/homeforward/BidLocker until 2:00 p.m. Tuesday, June 16th, 2026. The First Tier Subcontractor List, form HF-421, must be received by 4:00 p.m. on the same day. No bidder may withdraw their bid after the hour set for opening until after the lapse of sixty (60) days from the bid opening. Bidders will need to sign up for free on BidLocker to access the solicitation documents or submit a bid.
Goose Hollow Lofts, located at 1450 SW Jefferson St, Portland, OR 97201, is a 61-unit apartment building constructed in 2018 as unrestricted, market-rate housing. The building has a concrete podium ground floor underneath five stories of wood-framed construction. Home Forward purchased the building in May 2025 with the intentions of converting it to income-restricted affordable housing. The proposed project includes, but is not limited to, interior renovations to build additional office space for Resident Services, reconfigure resident bicycle parking, as well as upgrades to the access control and security systems. Home Forward’s Economic Equity Policy establishes a goal of 30% participation by Underutilized Business Enterprise (UBE) firms.
