AI Contract Overview
The Utah Division of Purchasing has issued a Notice of Intent to Award a contract without competition for GOPB Economic Forecast Data under solicitation number FB27-1, with a response deadline of August 7, 2026. The contracting unit is seeking approval to bypass the standard procurement process based on claims that only one source can provide the required economic forecast data, that transitional costs would be significant if a new provider were selected, or that standard procurement would be impractical and not in the state’s best interest under existing rules. The justification for non-competitive award is documented in the Files section and must be reviewed by interested parties before the deadline. The contract is being procured by the state of Utah, with Fita Brown listed as the primary point of contact reachable at fbrown@utah.gov, and all activities are expected to be performed within Utah. The opportunity is accessible through the provided UI link, and no set-aside, NAICS code, or other procurement classifications are specified.

Full Description
The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that:
- there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
