Canada has a requirement for cellular services and products within Canada, and for service when roaming in the USA and internationally. The contract period for any resulting Government Cellular Services (GCS) contracts (up to 3 contracts) is intended to be 6 years, plus 4 option periods of one year each. This Invitation to Qualify (ITQ), BPM022250 is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders and is intended only to pre-qualify suppliers that possess the qualifications required by SSC for participation in the next phase of the procurement process for GCS.   No contract will result from this ITQ. Together, this ITQ and the planned Review and Refine Requirements phase (RRR) and bid solicitation are the three parts of the procurement process.   Canada reserves the right to cancel the procurement process at any time.  Given that this ITQ or the subsequent bid solicitation may be cancelled by Canada at any time in accordance with the applicable terms, it may not result in the subsequent procurement process described in this document. Because the ITQ is not a bid solicitation, suppliers who submit a response can choose not to bid on the subsequent bid solicitation.Procure to Pay (P2P) Portal: Procure to Pay (P2P) is an integral part of SSC’s contracting processes where all SSC requirements and solicitations are posted and managed. Suppliers must be registered and logged into P2P in order to submit a response. Registering for an account will allow vendors to view, respond, bid, invoice, and manage opportunities with SSC.
