Governor Control Programming - Sources Sought

This Sources Sought announcement is a tool to identify businesses with the capability to accomplish the prospective services requirement and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government.

The purpose of this Sources Sought announcement is to gain knowledge of potentially qualified businesses to include Other Than Small Business (Large), Small Business, 8(a) Program, Woman Owned Small Business, Economically Disadvantaged Women Owned Small Business (EDWOSB), Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 541330 with a Small Business Size Standard of $25.5 million. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions.

Depending upon the responses associated with the business categories listed above, the solicitation may be set aside in one of those categories, be issued as unrestricted and open to both small and large businesses, or proceed as a sole source acquisition. Responses to this announcement are not an adequate response to any possible future solicitation announcement.

SERVICE DETAILS:

U.S. Army Corps of Engineers (USACE), Seattle District, is seeking interested sources for the following service:

1.0 BACKGROUND & OBJECTIVE

The U.S. Army Corps of Engineers (USACE) at the Libby Dam Project, 17877 Hwy 37 Libby, MT 59923, is modernizing its Main Unit Governors by replacing existing pressure switches with pressure transducers on five (5) units. The objective of this contract is to procure Original Equipment Manufacturer (OEM) programming, Programmable Logic Controller (PLC) / Human Machine Interface (HMI) development, and commissioning support to accommodate this hardware change. Emerson Process Management Power & Water Solutions, Inc. is the Original Equipment Manufacturer (OEM) of the Libby Dam Main Unit Governor control system, having acquired the American Governor Company (previous designer and installer).

2.0 SCOPE OF WORK

The Contractor shall provide all specialized engineering labor, travel, and remote support necessary to modify the pump logic for five (5) units at the Libby Generating Station. The work consists of in-house development and testing, on-site commissioning for the first unit, and remote commissioning support for the remaining four units.

3.0 SPECIFIC TASKS & REQUIREMENTS

Task 1 - In-House PLC/HMI Development & Testing: The Contractor shall provide engineering hours to develop and test the updated PLC and HMI programming. The Contractor shall evaluate Government-provided information and suggest Input/Output (I/O) assignments for the new pressure transducers.

Task 2 - Optional On-Site Commissioning (First Unit): The Contractor shall provide on-site engineering support to commission the program modifications for the first unit. This includes trip preparation, travel to/from Libby, MT, and one (1) full day (Mon. – Thurs.) of on-site support. The Contractor shall provide a formal Field Service Report upon completion.

Task 3 - Optional Remote Commissioning (Units 2-5): The Contractor shall provide up to twelve (12) hours of remote engineering support to assist Government personnel with the commissioning of the four (4) remaining units. This remote support shall be provided during normal business hours (Monday - Friday).

4.0 GOVERNMENT RESPONSIBILITIES & EXCLUSIONS

To ensure clear boundaries of work, the following items are strictly excluded from the Contractor's scope and will be provided or performed by the Government (or "Others"):

• Hardware: No materials or equipment (including the pressure transducers) will be provided by the Contractor.

• Drawings: The Contractor is not responsible for updating any schematics or as-built drawings.

• Installation: Physical installation and wiring of the transducers will be performed by Government personnel prior to commissioning.

5.0 PERIOD OF PERFORMANCE

• Work to be accomplished on rolling outage as units become available – Sep 1, 2026 – Aug 30, 2027.

All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response to this announcement.
