Grain Monitoring Program

The Grain Monitoring Program is a solicitation issued by Transport Canada under solicitation number T8080-260021 to qualitatively and quantitatively analyze the performance of Canada's Grain Handling and Transportation System. The primary objective is to develop key indicators and time series data to assess the performance of stakeholders, including producers, shippers, railways, and ports. Key deliverables include the maintenance of a modern, mobile-accessible public website, the development of an interactive online dashboard, and the provision of timely public reporting on supply chain performance and structural changes. The program is governed by the Transportation Information Regulations under the Canada Transportation Act and emphasizes transparency, data reliability, and neutrality. The contract is structured as a firm all-inclusive price agreement with an initial term from April 1, 2027, to March 31, 2030, and includes options to extend for two additional one-year periods. Award selection is based on a combined score of 70 percent technical merit and 30 percent financial proposal. Security requirements are stringent, requiring the contractor to maintain a valid Designated Organization Screening and Protected B document safeguarding capability. All intellectual property rights generated during the performance of the work will belong to the Government of Canada. The contractor is also required to certify compliance with the Code of Conduct for Procurement and ensure that no work is produced using forced labour.
