The Federal Railroad Administration (FRA) plans to expand the scope of work under an existing contract with Deloitte Consulting, LLP, for continued support in managing the High Speed/Intercity Passenger Rail (HSIPR) grant program. This expansion, designated as Phase II Option I Modification for Grant Management Program Management Office Support Services, follows the initial Phase I effort already completed by the contractor. Due to unforeseen increases in requirements, the revised scope necessitates substantially more work, resulting in a cost increase of 61.66%. The sole source award to Deloitte is justified under the Federal Acquisition Regulation (FAR) 6.302-1, allowing the agency to continue with its current contractor to maintain continuity and leverage their prior experience. The contract, referenced under solicitation number DTFR53-09-006 and contract number DTFR53-09-F-00069, is managed by the FRA within the Department of Transportation, headquartered in Washington, D.C. The work is to be performed in the same location, with oversight provided by Contract Specialist Anthony Terrell and Contracting Officer Charles N. Nurse. This continued partnership underscores the FRA’s commitment to efficient and effective grant management for HSIPR initiatives, supporting the agency’s broader transportation goals while addressing the increased workload and complexities discovered during Phase I implementation.

Handheld RUS Sensor Design and PrototypingThe contract focuses on the design and engineering of a handheld ultrasonic sensor utilizing Resonant Ultrasound Spectroscopy to identify microfractures in railcar wheelset bearings, aiming to enhance safety and predictive maintenance in railroad operations. The project will involve developing a portable, field-deployable device capable of nondestructive detection of early-stage damage in critical bearing components, leveraging the precision of RUS to detect subtle changes in material resonance patterns indicative of microcracks. The work is to be performed in Simi Valley, California, with a NAICS code of 334511 indicating classification under navigational, measuring, electromedical, and control instruments manufacturing. This subcontract is tied to the Department of Transportation’s Federal Railroad Administration and is intended to advance inspection technologies for rail infrastructure.
