Granular Activated Carbon (GAC) water Filtration Systems

The State of Maryland is issuing Invitation for Bids BPM055432 to secure a single award contractor for the installation and maintenance of Granular Activated Carbon (GAC) water filtration systems. These services are designated for private residences across twenty-three Maryland counties and the City of Baltimore whose drinking water wells have been contaminated with Volatile Organic Compounds (VOCs). The contractor will be responsible for providing equipment specifications, installing systems, and performing ongoing maintenance as specified in individual work orders, particularly in cases where the potentially responsible party is unknown or non-viable. The contract will be awarded to the responsible bidder providing a responsive bid with the most favorable total bid price. Bidders must be legally active and submit comprehensive documentation, including regional price forms for the Central, Eastern, Southern, and Western regions, conflict of interest affidavits, and reference checks. Post-award requirements include the submission of MBE and VSBE forms, a non-disclosure agreement, and a HIPAA business associate agreement. Payment will be made via electronic funds transfer for contracts exceeding 200,000 dollars, and contractors are required to remit a one percent electronic transaction fee to the State. Bids must be submitted through the eMaryland Marketplace Advantage portal by November 30, 2026.
