Green Waste Bags

The City of New Braunfels is soliciting proposals under ITB-2026-0001 for a manufacturer to provide customized, heavy-duty kraft paper bags for yard waste collection. The preferred specifications are 2-ply, 50# wet strength, 100% virgin kraft paper bags with a 30-gallon capacity and dimensions of 16" x 12" x 35". Recycled paper alternatives will be considered if the respondent provides documentation proving equal strength to virgin paper. The bags must feature two-color printing of City-provided images and be packed in retail packages of five folded and bound bags, which are then placed in Gaylord boxes on pallets. The contract term is for three years, with two optional one-year renewals. The City intends to award multiple contracts to the lowest qualified bidders based on responsiveness, track record, material quality, insurance, and personnel. Proposals must be submitted online via Beacon by November 3, 2026, at 3:00 P.M. CST, and must include a physical sample of five bound bags delivered to the City Secretary's Office. Deliveries are accepted Monday through Thursday from 7:00 a.m. to 3:00 p.m. CST at the Solid Waste and Recycling Division, with strict requirements for pallet loading to facilitate forklift unloading since the facility lacks a loading dock.
