The amendment removes the previous prohibition on subcontracting, allowing subcontracting under specific FAR clauses including 52.219-9, 52.219-14, and 52.219-33, which require a small business subcontracting plan, limitations on subcontracting to ensure performance by the prime, and adherence to the nonmanufacturer rule. The contract is structured as a firm-fixed price agreement with a base year running from May 1, 2026, through April 30, 2027, and four optional one-year extension periods that could extend performance through April 30, 2031. The work requires routine pest and rodent control services consistent with CSI Spec 201200, OSHA standards, and EPA regulations, including the use of approved pesticides labeled with “Poison” and “Keep out of reach of children,” registration numbers, and compliance with Hazard Communication training requirements. All work occurs at specified locations including Stonyford, Elk Creek, Alder Springs, and the Mendocino NF Supervisor’s Office, with services to be performed Monday through Friday during business hours, weather permitting. Quotations must be submitted by May 29, 2026, via email to Margaret Forrest at margaret.forrest@usda.gov and must include three separate attachments: the completed Schedule of Items (Attachment 3), a technical proposal detailing equipment and methodology, and past performance data with at least three verifiable references from the past three years covering quality, timeliness, customer satisfaction, and business relations. Contractors must also submit completed representations and certifications in SAM, including verification of small business status, compliance with anti-trafficking, anti-discrimination, and DEI requirements, and a Unique Entity Identifier. Subcontracting is permitted but subject to strict limitations ensuring the prime contractor performs a significant portion of the work. The award will follow a lowest price technically acceptable (LPTA) methodology, where technical acceptability in equipment capability and past performance serves as a threshold; only technically acceptable offers will be considered for award, with price being the primary selection factor.
