AI Contract Overview
The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting sole-source services for the groom and repair of a single Allied Systems knuckle boom crane, identified by manufacturer ID K80-65-2088 and APL 57A050002, located at Boat and Cargo Crane (01-82-2-WEA). The requirement is restricted to Allied Systems due to their proprietary technical data, blueprints, and manuals for the crane, though other companies may express interest solely to inform the government’s decision on whether to open the procurement to competition. The work involves comprehensive grooming of hydraulic, electrical, and mechanical systems, inspection and repair of hydraulic leaks—particularly at the control valve inside the cab—and completion of pre- and post-repair operational tests to ensure all disturbed joints are leak-free. A detailed maintenance report, including recommended repair parts, must be submitted. Deliverables are to be performed aboard a U.S. Naval vessel located at Sasebo, Japan, with the period of performance spanning from June 20 to July 15, 2026. The contract will be awarded as a firm fixed price based on the most advantageous offer, evaluated using technical capability including delivery date, price, and past performance—all weighted equally with no relative priority. All packaging and marking must comply with ASTM-D-3951, with prohibited materials including asbestos, excelsior, and loose fill polystyrene; non-coniferous wood and manufactured wood are exempt from heat-treatment requirements. Items must be uniquely identified in accordance with MIL-STD-130 and labeled per MIL-STD-129, with machine-readable verification required. Invoicing must be conducted electronically via the Wide Area WorkFlow system, requiring contractors to maintain an active SAM registration and WAWF access, including a designated electronic business point of contact. Additional compliance obligations include adherence to security prohibitions, antiterrorism training, safeguarding defense information, and disclosure of any covered defense telecommunications equipment or services. Offerors must complete designated blocks on the solicitation form and note any deviations from requirements; submissions are due by May 27, 2026, at 11 a.m. Pacific Time, with a single award anticipated in May 2026.
