The New York State Office of General Services is establishing new Centralized Contracts for heavy equipment through a piggyback solicitation process. This effort aims to streamline and expedite procurement for Authorized Users statewide, offering more efficient access and better pricing for equipment needs, including emergencies. The current phase focuses specifically on agricultural and forklift equipment, such as tractors, balers, forklifts, loaders, pallet jacks, and related attachments and accessories, by utilizing Sourcewell cooperative contracts (Contract Numbers 082923 and 053024). Awarded contracts under this opportunity will come under a single contract award number (23345), replacing previous contracts (Award 22792) for the same equipment types as soon as approvals are finalized. Only vendors holding an active Sourcewell Master Contract and meeting outlined qualifications are eligible to bid for this phase. Bids must be submitted by December 18, 2025, and strict adherence to all advertised solicitation instructions is required to avoid disqualification. The contract term will run from approval until the corresponding Sourcewell contract expires or is terminated, covering all counties statewide. Future phases will allow additional recruitment and expansion for different types of heavy equipment. Vendors are advised to register and set up notifications via the New York State Contract Reporter to stay informed of updates and solicitation changes. For questions, contact Eric Burke, the Contract Management Specialist at OGS.

This Piggyback Contract Opportunity (“Solicitation”) is issued by the New York State (“NYS”) Office of General Services (“OGS”), Procurement Services to establish a set of new Centralized Contracts for various types of Heavy Equipment by piggybacking various cooperative contracts, and housing these piggyback contracts, and subsequent additional or replacement Heavy Equipment piggyback contracts, perpetually under a single contract award number 23345 as specified herein for all Authorized Users eligible to make purchases under the Contracts resulting from this Solicitation. This will allow Authorized Users to make purchases, including any emergency purchases, faster and more efficiently, and obtain more reasonable pricing.    This Piggyback Contract Opportunity (“Solicitation”) will be in recruitment cycles (“Phases”):   This Phase:   This Phase of this solicitation includes the following type(s) of Heavy Equipment: Agricultural and forklift equipment and related supplies or accessories that are designed or principally intended for agricultural and material handling use, which includes, but is not limited to, backhoes, balers, combines, crop production equipment, cutters, forklifts (such as 3-wheel, 4-wheel, narrow, order pickers, reach trucks, sit down, and walk behind), hay and forage equipment, lift trucks, loaders, mowers, pallet jacks, pallet trucks, planters, rakes, seeders, sprayers, spreaders, tedders, telehandlers, tillage equipment, tractors (such as agricultural, compact, high horsepower, large frame, mid-range, roadside mowing, tow, and utility), tuggers, turret trucks, wrappers, and implements and attachments.   Under this Phase, OGS will piggyback Sourcewell Contract Number 082923 for Ag Tractors with Related Attachments, Accessories, and Supplies and Sourcewell Contract Number 053024 for Forklifts, Lift Trucks with Related Products and Services, (each individually referred to as “Sourcewell Master Contract”). However, a prospective Contractor (“Bidder” or “Vendor”) who holds a current Sourcewell Master Contract and/or an existing Contract under an OGS Centralized Piggyback Contract Award is not automatically eligible for a Contract award. For this Phase, only a prospective Contractor (“Bidder” or “Vendor”) holding a Sourcewell Master Contract, who meets the minimum qualifications listed below in Section 2, Bidder Qualifications, is eligible for a Contract award. The resultant Piggyback Contracts are intended to replace the OGS Contracts that fall under Award 22792 - Heavy Equipment. If an entity wishes to hold a Contract under Award 23345 they should submit a bid for this Piggyback Contract Opportunity. If a Bidder holds an OGS Contract under Award 22792 - Heavy Equipment for the same type of equipment Bidder is bidding on under this Solicitation, that OGS Contract under Award 22792 will be deemed immediately terminated upon OSC approval of a Piggyback Contract under Award 23345 for the Bidder.   This Solicitation outlines the terms and conditions, and all applicable information required for submitting a Bid. Bidders should pay strict attention to the Bid submission date and time to prevent disqualification.  Bidders are strongly encouraged to read the language of this Solicitation thoroughly and to precisely follow the instructions included in the Solicitation and all attachments and appendices. OGS may conduct future periodic recruitments for equipment and related supplies or accessories designed or principally intended for agricultural and forklift equipment in accordance with Section 5.2, Periodic Recruitments.   Bids received during this Phase shall be reviewed and processed in accordance with Section 5.1, Method of Award.   Future Phases:   Future Phases of this Solicitation will involve the subsequent solicitation of various types of Heavy Equipment, which may include previously solicited types of Heavy Equipment and Master Contracts, through Periodic Recruitments in accordance with Section 5.2, Periodic Recruitments.   Requirements: Vendors wishing to review bid solicitations may visit the OGS Bid Calendar at: https://ogs.ny.gov/procurement/bid-opportunities.
