Guild 230/60 kV Substation Owner’s Engineer Services

The City of Lodi Electric Utility is soliciting proposals for an Owner’s Engineer to provide technical representation and comprehensive services for the Guild 230/60 kV Substation Project in Lodi, California. The selected engineer will support the project lifecycle, which is being delivered via an Engineering, Procurement, and Construction contract. Key responsibilities include supporting EPC procurement, conducting detailed design reviews, creating specifications, and providing oversight for procurement, construction, testing, commissioning, and energization. The scope of work encompasses the development of a new Guild 230/60 kV Substation, the construction of a new private access road, and modifications to the adjacent Industrial 60 kV Substation. The Owner’s Engineer will be responsible for independent engineering, project management, contract administration, and quality assurance, while also monitoring the EPC contractor's compliance with prevailing wage requirements.
