The Department of Defense, through DLA Aviation in Philadelphia, is conducting market research via a Sources Sought Notice to assess potential interest and capabilities for an anticipated performance-based contract supporting the H-1 Phase II program. The contract involves adding approximately 1,807 National Stock Numbers (NSNs) spanning various Federal Supply Classes to the Bell Supplier Capability Contract (SCC), with Bell Textron Inc. as the intended sole-source contractor under FAR 6.302-1. This effort focuses on meeting supply chain performance metrics related to material availability for these NSNs. While Bell Textron is the sole intended source, the government invites all interested entities, particularly small businesses including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small businesses classified under NAICS code 336413, to express their interest and capabilities. Responses will help determine whether a competitive procurement is feasible. Respondents are asked to provide detailed company information, including business size and relevant experience with performance-based contracts, manufacturing qualifications, facilities, quality control certifications such as ISO or AS9100, and compliance with government inspection and safety standards. Information on teaming arrangements, transition timing, electronic interface capabilities with military inventory points, and suggestions for contract structure is also requested. This notice is for informational purposes only and not a solicitation; there is no guarantee of contract award, and no funds are available for response preparation. Interested parties must submit their responses by June 8, 2026, to the designated Contracting Officer.

BELL H-1 SUPPLIER CAPABILITY CONTRACT (SCC) SPE4AX-17-D-9410
SYNOPSIS FOR H-1 PHASE II PERFORMANCE BASED SUPPORT

DLA Aviation intends to issue a solicitation for a sole-source, Performance-Based (PB) Requirements Contract with a five-year base period and one five-year option under the Bell Supplier Capability Contract (SCC) vehicle, SPE4AX-17-D-9410. This effort supports the H-1 platform and encompasses 1,807 consumable spare National Stock Numbers (NSNs) across various Federal Supply Classes (FSCs).

The proposed contract utilizes FAR Part 12 and FAR Part 15 procedures. The contractor will be required to fill Department of War (DoW) and Foreign Military Sales (FMS) customer requisitions while meeting specific supply chain performance metrics for material availability. Required logistics management support includes wholesale supply and depot-level consumable support, material management and engineering sustainment, packaging, storage, reliability improvements, and field engineering and Engineering Change Proposal (ECP) recommendations.

This strategic vehicle will serve as the primary procurement source for these supplies and depot support. Deliveries are required to Government wholesale and retail supply points (CONUS and OCONUS) within specified windows. The attached list of 1,807 NSNs identifies the items included in this current action and contains both commercial and non-commercial items. The Government retains the right to add or delete NSNs as necessary; however, if other NSNs are subsequently added, they will be synopsized separately.

The Government intends to solicit and negotiate solely with Bell Helicopter Textron Inc. under the authority of FAR 6.302-1. While the overall requirement includes individual components that are competitive or sole-source to other manufacturers, Bell, as the platform Original Equipment Manufacturer (OEM), is the only source with the proprietary technical data, design control, and systems integration capability required to provide this holistic, performance-based program. The Government does not possess the complete technical data packages or drawings required to break out these items for separate competition without compromising the integrated performance metrics of the H-1 platform.

Other interested parties may identify their interest and capability to support these objectives by responding to this notice. These items require Government Source Approval prior to award. If you are not an approved source, you must submit a Source Approval Request (SAR). DLA-Aviation receives SARs exclusively via DoDSafe. To initiate a submission, email dlaavnsmallbus@dla.mil with the subject line "Request a SAR drop off." Include your CAGE code, the NSN, and the email address where you wish to receive the DoDSafe link.

Interested suppliers may also contact Bell at: https://www.bellflight.com/suppliers#steps. Bell is the current awardee for contract SPE4AX-17-D-9410.

It is the Government’s intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (steven.powell@sba.mil). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
