NASA/JSC intends to contract with the Calspan University of Buffalo Research Center (CUBRC) for aerothermodynamic ground testing and data analysis of the Space Shuttle External Tank. The project involves modifying an existing test model with high-density, miniature instrumentation to accurately measure heat transfer rates and capture complex fluid dynamic interactions between the Orbiter, external tank, and solid rocket boosters. This specialized instrumentation is critical for identifying strong gradients induced by the high-fidelity geometry of the vehicle components. The procurement is being conducted as a commercial item acquisition under FAR Part 12. While the government identified CUBRC as the intended provider, interested organizations were given the opportunity to submit capabilities and qualifications by April 5, 2010, to determine if the procurement would be pursued on a competitive basis. The effort is categorized under NAICS code 541380 and is managed under solicitation number NNJ10332831R.

Full Description

NASA/JSC has a requirement for Space Shuttle External Tank Aerothermodynamic GroundTesting and Data Analysis .NASA/JSC intends to purchase the items from Calspan University of Buffalo Research Center(CUBRC). CUBRC will modify an existing test model with very small and densely spacedinstrumentation to measure heat transfer rates. This will require machining and uniqueminiature delicate instrumentation to be added to the model. This dense instrumentationis required in order to capture fluid dynamic effects resulting from the interactionbetween the Orbiter, external tank, and solid rocket boosters. The Space Shuttle programrequires this level of instrumentation in order to capture potentially strong gradientsinduced by fluid dynamic effects on the high fidelity geometry of the Shuttle Orbiter,Solid Rocket Booster (SRB), and External Tank. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 5, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
