This contract is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside and covers annual inspection, testing, and evaluation of medical gas system equipment, adhering to the National Fire Protection Association standard NFPA 99 and VA-specific technical requirements. Importantly, the maintenance scope excludes dental and medical air compressors and dental vacuum pumps. The contract is structured with a one-year base period starting February 1, 2026, followed by four one-year option periods, allowing potential service continuity for up to five years. Award will be made using a Lowest Priced Technically Acceptable (LPTA) evaluation process, where proposals are first assessed for technical acceptability against minimum requirements and then ranked based on price, with no discussions held post-submission. Offerors must be registered in SAM.gov and demonstrate SDVOSB eligibility to participate. The solicitation and all proposal submissions will be managed electronically through SAM.gov, with a published RFQ anticipated in late November 2025 and a response deadline in mid-December 2025. Services will be performed onsite at the NJHCS campuses, with the contractor responsible for furnishing all labor, materials, and equipment necessary to maintain compliance and system safety. The VA contracting office overseeing this procurement is located in Albany, NY, with Tiffany Vazquez-Simon serving as the primary contract specialist contact. Detailed contract clauses, pricing structure, and attachments are to be provided in the formal RFQ release.
