I. Introduction:

The Department of Veterans Affairs (VA), National Acquisition Center (NAC), is currently conducting market research to identify qualified, experienced, and interested potential sources (contractors) capable of performing inspection services for High Tech Medical Equipment (HTME) Systems. Please review the information contained herein and identify whether your company has the capability and interest to provide the services required.

Complete responses to this notice will assist the VA in determining the appropriate acquisition method and if any potential set-aside for the requirement exists. Not providing all information requested in the response to this notice may result in the VA being unable to determine a vendor potentially capable of satisfying the requirement and, subsequently, if the “rule of two” criteria is not met, a specific set-aside category may not be decided by the Contracting Officer.

NAICS 541380 (size standard: $19 million) applies.

The NAC is seeking interested contractors for a potential near-future solicitation and procurement for HTME Inspection Services.

At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.

This RFI notice does not constitute a Request for Quote (RFQ) or an Invitation for Bid (IFB) or a Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This RFI notice does not commit the VA to contract for any supply or service. Furthermore, the VA is not seeking quotes at this time and will not accept unsolicited quotes in response to this RFI notice.

II. REQUIREMENTS:

Please see the attached DRAFT Performance Work Statement (PWS). The Government welcomes comments or questions on the DRAFT PWS associated with this requirement. Please provide clear comments or questions and provide the page and section referenced for each comment or question.

III. SUBMITTAL INFORMATION:

Contractors having the technical capability, experience, and personnel to meet the requirements should submit a response by providing a tailored capability statement of no more than 20 pages in length, single spaced, 12-point font minimum that addresses the above information that clearly details the contractor’s ability to provide inspection services for equipment described within the attached draft PWS. The Government will not review any other data or attachments that are in excess to the 20-page limit. Please also include a cover page (not included in the page limit) which includes, at a minimum, the company name, address, size standard, SAM Unique Entity ID (UEI) number, point of contact (POC) name, phone number, and e-mail address. Contractors shall provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements.

In response to this RFI notice, please provide:

  1. Past Experience: Provide relevant information for any contract for similar services completed within the VA in the last three years for which the responder was a prime or subcontractor. Include, at minimum:
    1. Contractor’s role and the services provided.
    2. Contract type, length, and dollar value over the life of the contract.
    3. A brief description (no more than a few paragraphs) of each contract and services provided and how it was relevant to this requirement, including difficulties and successes.
    4. POC name, telephone number, address, and email of the owner of the contract.
  2. Capability/Qualifications - A written response (no more than 5 pages) providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement as described in the PWS. Provide a written description of your company’s workflow process from service request to service completion.

3. Contractor Business Size and Status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information to include: contractors parent company and/or potential teaming partners.  Please also provide the number of employees your business has or has access to.

IV. INDUSTRY MEETINGS:

The Contracting Officer and other VA personnel may choose to meet with potential quoters and hold one-on-one meetings. Such meetings would only be intended to obtain further clarification of potential capability to meet the requirements.

It is requested that the above information be provided no later than Thursday, February 26, 2026 at 2:00PM CST. Responses are to be emailed to Tammi Bryant (CS) at contact@example.gov and Jonathan Westergren (CO) contact@example.gov.  All Email Correspondence for this requirement must reference the RFI number and Title in the subject line of the email.  Example: RFI 36A79726Q0005 HTME Inspection Services. No phone calls will be accepted.

DISCLAIMER AND IMPORTANT NOTES:

This RFI notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. No proprietary, classified, confidential, or sensitive information should be included in the response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Contractors responding to this RFI notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractor’s qualifications to perform the work. 6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.

Replacement Hardware and Software Components SupplyThe contract entails the supply of proprietary Siemens Vida Fit hardware modules and associated software licenses required to upgrade an existing MRI system, ensuring enhanced performance, compatibility, and compliance with current medical imaging standards. This subcontract is part of a broader effort by the Department of Veterans Affairs to modernize critical diagnostic equipment across its healthcare facilities, targeting improved patient care and operational efficiency. The procurement is classified under NAICS code 334517, indicating its focus on medical and diagnostic equipment manufacturing, and is administered under the Nac High Technology Orders (36A797) program. The components to be delivered are specific to the Siemens Vida Fit platform, meaning the hardware and software must be original equipment manufacturer products to guarantee seamless integration, warranty validity, and regulatory adherence. While no set-aside status or point of contact details are provided, the contract has been posted as of June 17, 2026, and the performance location remains unspecified. The work is essential for maintaining the functionality and safety of MRI systems used in veteran medical services, and any deviation from the specified proprietary components could risk system integrity, service downtime, or non-compliance with federal healthcare technology requirements.
