Request for Information (RFI) - OCONUS Generator Maintenance
Solicitation # 70FB70OCONUSGeneratorMaintenance
The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Logistics Management Directorate, is conducting market research via a Request for Information (RFI) to identify capable contractors for on-site generator maintenance and testing services at five distinct operation locations across four Outside Continental United States (OCONUS) regions. These locations include the Caribbean (Caguas and Coto Laurel, Puerto Rico), Hawaii (Aiea and Wahiawa), and Guam (Barragada). The anticipated scope of work encompasses preventive and corrective maintenance, testing, and general generator support, requiring the provision of key personnel, technician labor, specialized tooling, diagnostic instruments, vehicles, materials, and consumables. The government is specifically interested in personnel qualifications such as EGSA certifications, OSHA safety credentials, and OEM training, as well as the contractor's ability to scale operations to accommodate a 15% to 30% change in active generator inventory. This effort is classified under NAICS code 811310 and Product Service Code J061. The anticipated period of performance is set to begin on June 30, 2027, with the final acquisition strategy to be determined based on the results of this market research.
