Hanford Place (GPA 2022-01, RZ 2022-01, PUD 2022-01)

The Hanford Place project, managed by the City of Hanford, involves a comprehensive land-use transformation of approximately 39.16 acres located between 11th and 12th Avenues along Glendale Drive, north of Highway 198 in Kings County. The project includes General Plan Amendment No. 2022-01 and Rezone No. 2022-01, which transition the area from Highway Commercial to Service Commercial and High-Density Residential designations. A Planned Unit Development overlay has been applied to facilitate a master-planned, mixed-use medical and residential development. This development is slated to feature the future construction of 15 buildings that will house a variety of services, including medical outpatient clinics, medical offices, a hotel and conference center, specialized education facilities, retail spaces, skilled nursing and assisted living, and multi-family residential units. The scope of work also encompasses essential infrastructure and environmental components, such as a bio-infiltration basin, associated open space, circulation, parking, and various infrastructure improvements. Following a review under the California Environmental Quality Act (CEQA), the City of Hanford City Council approved the project on October 7, 2025, determining that the development will not have significant environmental effects. While the project involves specific findings and mitigation measures, these were not made a formal condition of approval, and no specific mitigation reporting or monitoring plan was adopted.
