HAPGC Audit Services 27-5104

The Housing Authority of Prince George’s County (HAPGC) is soliciting proposals under RFP 27-5104 for a professional auditing firm to conduct a financial audit and compliance testing for the agency fiscal year ending June 30. The scope of work requires a Single Audit encompassing both financial statements and all Federal awards, conducted in accordance with GAGAS, GAAP, the Single Audit Act of 1984, and U.S. OMB Circular 133. The selected contractor must perform the audit during June, July, and August, with final financial statements and an expressed opinion due by the end of September. All working documents must be retained for four years. The contract will be awarded to the respondent whose proposal is most advantageous based on price, qualifications, and technical factors. Prospective contractors must demonstrate financial stability, a satisfactory performance record, and integrity and business ethics. Proposals must include a detailed technical approach, an organization chart with bios of key personnel, and a Minority Business Enterprise or Women Business Enterprise participation plan. Compliance with HUD bidding procedures, Executive Order 11625, and 24 CFR Part 24 regarding debarment is mandatory. Proposals must be submitted via the designated portal by the deadline, with an estimated contract award date of November 30, 2026.
