This contract, solicited by the Defense Logistics Agency (DLA) Disposition Services for the Harrisburg Site Cleanup, is a firm-fixed price procurement targeting complete site debris removal and restoration of a former scrap yard located at 1500 N. Cameron St., Harrisburg, Pennsylvania. The solicitation, issued under a total small business set-aside with NAICS code 562119 (Other Support Services) and a size standard of $47 million, requires the contractor to remove, mutilate (shred), and properly dispose of all scrap metal, plastic, rubber, fabric, and other debris within a 50-mile radius of the DLA DS Susquehanna site. The performance period is limited to three months from contract award, with work conducted Monday through Friday during specified hours, excluding federal holidays. Contractors must submit a detailed disposal plan specifying the location of shredding and demonstrate compliance with all applicable federal, state, and local laws and regulations, including environmental and safety requirements such as OSHA standards and EPA spill reporting. The work includes restoration of the landscape to pre-contract conditions, maintenance of documentation and material tracking logs, immediate response to spills, and retention of revenue gained from recycled materials. Award determination follows a Lowest Price Technically Acceptable (LPTA) basis, focusing on contractors meeting minimum technical requirements with price as the deciding factor. The contract requires adherence to numerous FAR and DFARS clauses, including provisions for safeguarding defense information, supply chain security restrictions, prohibitions on certain foreign-made equipment and software, combating trafficking in persons, small business compliance, and labor standards including minimum wage and paid sick leave requirements. Invoicing must be conducted electronically through the DoD’s Wide Area WorkFlow (WAWF) system. Inspection and acceptance involve government representatives witnessing mutilation of property at approved disposal or shredding facilities within the designated geographic scope. Although price details are not included, the procurement emphasizes safe, environmentally compliant removal and destruction of material, with significant regulatory, reporting, and documentation obligations placed on the contractor, who must coordinate closely with designated government points of contact throughout the performance period. All quotes are due via email by December 30, 2025, and the solicitation explicitly requires submission of offeror representations and certifications as part of the proposal package.

12/18/2025 - Amendment 2 to the solicitation has been issued to answer the below questions:

  1. Estimated quantities / material types. Are there any estimated quantities (e.g., tons/yds³), photos, inventory lists, or known categories of debris/material (scrap metal vs mixed debris vs trash) available to support pricing.
    1. Answer: Amendment 1 to the solicitation was posted on 12/16/2025 which updated Attachment 5 with twenty-six (26) pictures of the lot.
  2. Known site hazards / underground conditions. Are there any known underground hazards (e.g., tanks, pits, contaminated soil, buried debris) that the Government is aware of? If encountered during performance, what is the required protocol (stop work, isolate area, notify COR/CO, etc.)?
    1. Answer: There are no known site hazards. The requirement is to clear the visible material on the lot. Per the Performance Work Statement (PWS) The Contractor will report finding any Hazardous Material (HM) to the DLA Disposition Services COR.  DLA Disposition Services will be responsible for the disposal of HM.
  3. 50-mile requirement scope. Does the 50-mile radius requirement apply to all waste streams (including landfill and segregated wood/cardboard/paper disposal), or only to the shredding/mutilation step?
    1. Answer: All work, including property destruction, recycling, and disposal, must be performed at facilities located within a 50-mile radius of DLA DS Susquehanna (5450 Carlisle Pike Bldg. 206s, Mechanicsburg, PA 17103).
  4. Witnessing of destruction. If a Government representative is unable to physically follow/witness every load, is remote witnessing (live video/recorded evidence along with weight tickets and destruction documentation) acceptable?
    1. Answer: A DLA Disposition Services Representative must follow and verify destruction.
  5. Site access process and restrictions. What is the site access process and typical lead time for badging/visitor access? Are there any restrictions on vehicles/equipment that we should plan for?
    1. Answer: The material to be cleared is on a third-party site, the Government will coordinate site access. Given this is not a U.S. Government location, there are no badging / formal visitor access procedures.

12/16/2025 - Amendment 1 to the solicitation has been issued to include the below information:

  1. Attachment 6 has been added with the scrap lot dimensions.
  2. Attachment 5 has been updated with additional pictures of the lot.
