HAWCS-CARIBOU WAVEFORM

This contract pertains to the development and standardization of the HAWCS-CARIBOU HF waveform to support the Royal Canadian Navy and the Canadian Armed Forces in maintaining strategic high-frequency communications in contested, degraded, intermittent, or limited radio frequency environments. The project is designed to ensure persistent command and control communications for Canadian forces and to enable seamless interoperability with NATO and Five Eyes partners during operations and exercises. The contractor is required to assemble a team comprising a senior Radio Frequency Engineer, a Software Developer, and a Programmer/Analyst to deliver a standardized HF waveform compliant with NATO STANAGs and FVEY C3B requirements, incorporating Low Probability of Intercept/Detection capabilities. The work is scheduled for a three-year performance period from contract award, with a possible six-month option for additional professional services, and all deliverables must be submitted electronically in PDF format, including monthly status reports, biannual project updates at the 12- and 24-month marks, and a final comprehensive report at the conclusion of the contract. The contractor must be capable of operating at the NATO SECRET classification level and must safeguard all Canadian Protected and Classified information in accordance with national and bilateral security protocols, including adherence to the Security Requirements Check List (LVERS) in Annex C. The contract is evaluated using a trade-off method that prioritizes technical excellence over price, with a weighted scoring system allocating the highest points to the qualifications of key personnel, particularly the senior RF engineer, followed by the Programmer/Analyst and Project Manager. Additional scoring is applied for demonstrated publications in RF communication systems, collaboration with NATO BLOS Communications Working Groups, and five years of experience in developing automated test environments for HF waveforms, with a minimum technical score of 15 points required for consideration. Financial evaluation is based on proposed per diem rates, though no official contract value is published. All work must be performed in compliance with Canadian quality standards and industry-accepted practices, with inspection and acceptance reserved solely to the Government of Canada. The contractor must meet strict eligibility requirements, including certification of integrity, compliance with the Federal Contractors Program for employment equity, and confirmation of Canadian supplier status or eligibility under reciprocal procurement agreements. Subcontracting is restricted and requires prior approval, while all personnel must maintain necessary clearances and certifications throughout the contract term. Travel outside the National Capital Region requires formal authorization and post-trip reporting.
