Hazard Mitigation Assistance - Grant Projects

The City of Conroe, Texas ("City") is soliciting for professional grant development, administration and project management services required to undertake any eligible project administered by the State of Texas, Texas Water Development Board (TWDB), Texas Division of Emergency Management (TDEM), Texas General Land Office (GLO), and/or professional grant application development for Hazard Mitigation Assistance (HMA) grant programs, to include Flood Mitigation Assistance (FMA), FMA Swift Current, Building Resilient Infrastructure and Communities (BRIC), Hazard Mitigation Grant Program (HMGP), and Community Development Block Grant – Mitigation (CDBG-MIT), through federal grants funded by the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA). This solicitation is intended to serve as a standing qualifications-based procurement for any eligible mitigation project under the programs listed above, rather than for a single named project. Individual task or work orders issued under any resulting contract will identify the specific project, scope, and funding source. The REQUEST FOR QUALIFICATIONS is for your convenience in offering the referenced products and/or services to the City of Conroe. In accordance with 2 CFR Part 200, Section 200.320(d)(4), contracts must be awarded to the responsible firm whose proposal is most advantageous to the program, with price and other factors considered. Other factors include track record of successes at other counties or cities, identification and understanding of the City's needs and requirements. Multiple contracts may be awarded as a result of this solicitation. Any resulting contract(s) from this RFQ is/are issued with no guaranteed quantity of services, and the usage of this contract is wholly dependent upon the needs of the City at the time of an eligible mitigation project, emergency, or disaster.
