Hazardous Waste Disposal Services in Mendocino, Humboldt and Del Norte Counties

The California Department of Transportation (Caltrans) is soliciting bids under IFB 01A6672 for hazardous, biological, and environmentally regulated waste management services across Mendocino, Humboldt, and Del Norte Counties. The scope of work includes bin rental, delivery, pickup, removal, transport, and final disposal or recycling at DTSC permitted facilities. Services will be performed at maintenance yards in Crescent City, Eureka, Willow Creek, Garberville, and Ukiah. The estimated period of performance runs from October 20, 2026, through October 21, 2029. Standard service requests must be fulfilled within five working days, while emergency services impacting public health or safety require a response within four hours. The contract will be awarded to the responsible bidder offering the lowest price. Bidders must hold a valid DMV Motor Carrier Permit, a CSLB Class A General Engineering license with HAZ certification, and various registrations from the CHP, CalEPA, and US DOT. Personnel must possess current 40-hour HAZWOPER certification and 8-hour refreshers. Evaluation includes incentives for DGS-certified Disabled Veteran Business Enterprises (DVBE) and a 5 percent preference for certified Small Businesses (SB) or Micro Businesses (MB), as well as non-small businesses that subcontract at least 25 percent of the net bid price to certified SBs.
