This contract pertains to the procurement of a He-3 Dilution Refrigerator System under solicitation number 1333ND24QNB680337, issued by the Department of Commerce's National Institute of Standards and Technology (NIST). The contract is designated as a total small business set-aside under NAICS code 333415, emphasizing the involvement of small businesses in fulfilling the requirements. The solicitation was posted on October 8, 2024, with a response deadline extended to July 11, 2024, at 3:00 PM. The contract scope involves the delivery and potential customization of a cryogenic system designed for advanced scientific measurements, with performance to be conducted at NIST's facilities in Gaithersburg, Maryland. An amendment to the original solicitation extends the response deadline and clarifies a technical detail regarding the cold stages of the system. Specifically, it addresses the inclusion of blanks for unused holes on the cold stages, which are features designed to accommodate various modular configurations. When certain holes are not utilized for a specific configuration, vendors are required to provide heat shields to cover these holes, preventing thermal radiation transfer between stages. This ensures the system's thermal integrity and performance. The amendment also includes a response to a vendor question about these holes, referencing relevant attachments for detailed specifications. The contract's point of contact includes Tracy Retterer and Forest Crumpler, who can be reached via email for further information.

Amendment 0001: The purpose of this amendment is to extend the response date to July 11, 2024 and to answer the following submitted question: Question #1: In Section 2k of the Statement of work, it states that - Blanks for unused holes on the cold stages shall be included . Can you state what holes these are? NIST Response: In some cases, a vendor may have many holes (slots, millouts, etc.) in a cold stages as a standard feature to enable providing a wide variety of different modular configurations (i.e., measurement configurations) depending on the particular customer. In that case, if some holes are not populated for the configuration required in this solicitation, then the vendor shall provide blanks (heat shields) to cover the unused holes and prevent thermal radiation transfer between stages. See attachments 1333ND24QNB030337 RFQ and Statement of Work for soliciation details.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
