The Ohio Department of Natural Resources owns and operates water and wastewater treatment, distribution and collection systems at Headlands Beach State Park located at 9601 Headlands Rd, Mentor, OH 44060 in Lake County. Headlands Beach State Park is a 35-acre Lake Erie beach Park offering sunbathing and swimming opportunities Professional design and construction stage services are requested to locate, assess, redesign and replace approximately 1.5 miles of water lines serving the Park property at Headlands Beach. The existing waterline comprised of Transite pipe original to the property (circa 1960), is failing - prone to damage and deterioration posing continuous maintenance issues such as leaks and pressure drops. The replacement waterline will service three recently renovated restrooms with attached outdoor showers, one separate showerhouse, a combined Law Enforcement/DNAP office (one restroom), water hydrants, and one Park Office/Maintenance garage (2 restrooms). Additional requested scope includes the assessment, design to the design development stage and budget estimate for a sewer line replacement, which has also exceeded its useful life.
Scope of Services: The selected firm will commence upon award of the Agreement with the development of a Program of Requirements. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority the cost breakdown of the A/E Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. The Ohio Department of Natural Resources Division of Engineering has developed a set of design guidelines for construction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these design guidelines which will serve as the preference for all construction projects when developing final project specifications. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. During the construction period, provide not less than 8 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Experience in water/wastewater system assessments and rehabilitation. 2. Experience in wastewater treatment design, plant demolition, and collection system design. 3. Experience in water system treatment and distribution design. 4. Knowledge of Ohio EPA Laws and Rules and familiarity with regulatory and permitting agencies having authority over water/wastewater related projects. 5. Construction administration and construction estimating experience with similar type projects. 6. Experience in professional survey for heavy civil projects including topographic, right of way and boundary surveys. 7. Experience designing electrical support systems and back-up generator systems to serve existing facilities in remote areas. 8. Experience with regional connections, including negotiations and development agreements. 9. Experience with life cycle cost analysis on water/wastewater systems and associated components. 10. Familiarity with the State of Ohio Capital Management System (OAKS CI).
