Solicitation # 9531BP26Q0040
The Federal Election Commission is soliciting quotations for a firm-fixed-price contract to modernize its audio-visual infrastructure. The project involves upgrading 11 conference rooms, 7 huddle rooms, and 2 training rooms, as well as replacing 20 meeting room panels, 11 common area television displays, and the overall digital signage system. A primary objective is to ensure these systems support hybrid meetings and integrate with the agency's Microsoft 365 environment within the government community cloud. The contract features a 12-month base period of performance running from September 30, 2026, to September 29, 2027. Award will be based on best value, with non-price factors—specifically the technical approach and past performance—weighted as significantly more important than cost. Qualified contractors must demonstrate expertise in enterprise-grade AV design and the ability to implement remote management and monitoring systems. Key deliverables include user guides, administrator training, and a final acceptance package. Performance will be monitored by a Contracting Officer Representative, and final acceptance requires the validation of plug-and-play functionality across Windows and MacOS devices. Submissions are due by September 22, 2026, at 10:00 AM Eastern Time and must be delivered electronically in two separate volumes: a technical quotation and a price quotation. The total submission must not exceed 25 pages, excluding resumes. Personnel assigned to the project must be legally eligible to work in the U.S., comply with HSPD 12 and OPM background investigation standards, and sign non-disclosure agreements to protect sensitive information. Payment will be processed electronically via the Treasury's IPP Collector Module.
