Health Care Unit Medical Waste Removal

The Department of Corrections and Rehabilitation Health Care Division is soliciting bids for the removal and disposal of bio-hazardous and regulated medical waste at two facility locations on Hawaii Island: the Hawaii Community Correctional Center and Kulani Correctional Facility. The contractor is responsible for providing all necessary supplies, including bags and sharps containers, as well as the pickup, transport, and treatment of waste on an on-call basis. The contract is for an initial 12-month term with options to extend for two additional 12-month periods. All unit pricing must be all-inclusive, incorporating the Hawaii General Excise Tax. To be eligible, the contractor must possess a current Solid Waste Permit issued by the Hawaii State Department of Health in their own name and be capable of providing services to all facilities in the state. Required certifications include a General Excise Tax license, a tax clearance certificate from the State of Hawaii and the IRS, and a current Certificate of Compliance from the Department of Labor and Industrial Relations. Because services are performed within correctional facilities, contractors must comply with strict security protocols, including background checks and consent to searches of personnel and vehicles. The agreement is governed by the AG-008 103D General Conditions, which mandate adherence to environmental laws, data security safeguards for personal information, and standard state indemnification and payment procedures.
