HOUSEHOLD HAZARDOUS WASTE CLEANUP DAYS

The County of Middlesex, through the Office of Purchasing and the Division of Solid Waste Management, is soliciting bids for the operation of five Household Hazardous Waste (HHW) Collection Events. The selected contractor will be responsible for the receiving, consolidating, loading, transporting, and disposal of all HHW generated during these events, assuming full ownership of the materials upon acceptance. Key operational requirements include the ability to process up to 14,000 pounds of material per hour and maintaining resident wait times of 15 minutes or less, with a 5% penalty fee per event for sustained wait times exceeding one hour. The contractor must provide all necessary packaging materials and ensure personnel are certified in accordance with 29 CFR Part 1910.120 (HAZWOPER) and compliant with all OSHA, state, and federal regulations. The contract will be awarded to the bidder offering the lowest total lump sum amount. Bids are due by September 23, 2026, at 10:00 am, and must be submitted electronically via the county procurement portal, though the original bid bond or certified check must be delivered physically to the Office of Purchasing in New Brunswick. Required documentation for submission includes a Business Registration Certificate, Consent of Surety, and evidence of licenses to handle and transport hazardous waste. Additionally, the contractor must comply with the Middlesex County Qualified Business Enterprise Set-Aside Program, pay prevailing wages, and provide performance and payment bonds. All transportation charges are to be prepaid by the contractor on an F.O.B. destination basis.
