Overview The Iowa DOT is seeking competitive bids for the following, as per the Plans and Project Manual on the Buyer Attachments section of this RFB. A. Removal of the existing in-floor heating system pumps, boilers and piping, and concrete floor slab. In floor piping is to remain as abandoned. B. Patching of demolished floor slab and abandoned roof penetrations. C. Installation of a new ceiling hung infra red heating system. Site Location: Carlisle Maintenance Garage, 5020 SE 64th Avenue, Carlisle, IA 50047 The Iowa DOT bidding process is subject to the procedures and requirements established in Iowa Administrative Code 761--20. Shipping Terms Deliveries shall be F.O.B Destination. Award - Cost and Other Factors It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submission is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity.. Notification of Intent to Award After responses are evaluated, a Notification of Intent to Award (NOIA) and bid tabulation will be posted publicly on the IMPACS Business Opportunities site. Communication Until a contract is awarded, the sole point of contact for this bid opportunity will be the Purchasing Agent listed in the event. All questions must be directed solely to the Purchasing Agent and will not be accepted after the Q&A Submissions Close Date. Bidders are strongly encouraged to submit all questions through the Q&A Board. Responses to questions will be posted on the Q&A Board. Contract Term DOT estimated start date: September 1, 2026 DOT estimated completion date: November 1, 2026 DOT Responsibility-Inspection and Supervision All work shall be according to the approved design and shall be under the direct supervision of the Iowa DOT. Periodic site inspections will be carried on by the Iowa DOT with the Contractor to ensure coordination of the project. The Iowa DOT will provide a list of items requiring inspection prior to or during installation. The Contractor is to give the Iowa DOT notice no less than 24 hours in advance of installation. The Iowa DOT point of contact after the contract award shall be determined. Payment and Completion of Contract Payments on contract will be made monthly by means of state warrants to the extent of Ninety-Seven Percent (97%) of the value of work performed, including acceptable material stored at the building site, as determined by the Contractor as governed by the Iowa DOT.
