Heavy Equipment Rental Services (Multiple-Award BPAs)

The 354th Contracting Squadron at Eielson Air Force Base, Alaska, is seeking to establish multiple-award Blanket Purchase Agreements (BPAs) for the short-term rental of heavy construction equipment under solicitation FA500426QD001, with a response deadline of June 30, 2026. The goal is to secure a rapid-response commercial fleet capable of supporting critical infrastructure projects, airfield snow removal, and Joint Pacific Alaska Range Complex operations over a five-year ordering period. The requirement covers 61 distinct categories of equipment including articulated rock trucks, motor graders, dozers, excavators, loaders, rollers, high-reach bucket trucks, and water trucks, with vendors not required to quote on all categories. Equipment may be procured in either unoperated (bare lease) or operated configurations, with the latter including fully licensed, contractor-provided operators. All contractors must meet strict performance standards: delivery within 12 hours of call order placement, 24-hour emergency maintenance response, and 48-hour replacement of any inoperable equipment. Equipment must be delivered in full working condition—pressure-washed, free of leaks, with full fluids and fuel—and subject to joint inspections upon delivery and pickup. Contractors are responsible for all maintenance, repairs, parts, tires, fluids, and transportation at no extra cost. Pricing is bifurcated into flat daily, weekly, and monthly rates for unoperated equipment and fully burdened hourly labor rates for operated equipment, with labor rates required to meet or exceed applicable U.S. Department of Labor wage determinations. Contractors must submit proposals in three volumes: Price (including Attachment 2 - Price-Cost Schedule), Technical (with signed PWS compliance statement and or-equal documentation), and Past Performance (listing up to three relevant contracts from the last three years). Evaluation follows simplified procedures under FAR 12.201 with pass/fail gates for technical acceptability, price reasonableness, and contractor responsibility, with no trade-offs allowed between price and non-price factors.
