Description:


The 354th Contracting Squadron at Eielson Air Force Base (AFB), Alaska, is issuing a Request for Quotation (RFQ) to establish multiple-award Blanket Purchase Agreements (BPAs) for the short-term rental of heavy construction equipment.


The objective of this acquisition is to secure a reliable, rapid-response commercial fleet capability to support mission-critical infrastructure projects, airfield snow removal, and Joint Pacific Alaska Range Complex (JPARC) operations.


Scope of Work:
The Government intends to establish a five (5) year ordering period for these Master BPAs. The requirement encompasses 61 distinct categories (vendors not required to provide pricing on every piece of equipment to be evaluated) of heavy equipment (e.g., articulated rock trucks, motor graders, dozers, excavators, loaders, rollers, high-reach bucket trucks, and water trucks).


To maximize operational flexibility, equipment rentals may be ordered on a call-by-call basis as either:


  1. Unoperated (Bare Lease): Equipment provided without an operator.

  2. Operated: Equipment provided with a fully licensed, contractor-provided operator for specific civil engineering and range tasks.


Contractors must meet strict performance standards, including 12-hour delivery timelines, 24-hour emergency maintenance response, and 48-hour equipment replacement for inoperable machinery.
