AI Contract Overview
The US Army Engineer District Walla Walla is seeking market research through a sources-sought notice for the Heise Roberts Levee Rehab project, targeting qualified small businesses capable of performing levee rehabilitation along the Upper Snake River in Madison and Jefferson Counties, Idaho. The project involves repairing four distinct damage sites on the right and left bank levee systems near Lorenzo Bridge and Roberts Bridge, requiring riprap revetment installations to stabilize eroded toe and slope areas. Damage Site #1 on the right bank upstream of Lorenzo Bridge requires excavation to the levee toe and placement of riprap over 600 linear feet; Site #2 near Lorenzo Bridge needs additional riprap to key into existing material and prevent further undercutting; Site #3 near Roberts Bridge involves rekeying slipped riprap to restore slope integrity over 300 linear feet; and Site #4 on the left bank downstream of Lorenzo Bridge requires a riprap toe bench keyed into prior flood-repair revetment, also spanning 600 linear feet. The anticipated contract will be a firm-fixed price construction contract with a four-month performance period, and the work must comply rigorously with USACE Safety and Health Requirements Manual EM 385-1-1, including submission of an Accident Prevention Plan and Activity Hazard Analyses for each work phase. Contractors responding to this notice must demonstrate technical experience with similar levee rehabilitation projects and provide detailed references, business size certifications relevant to NAICS code 237990 with a $45 million small business size standard, and bonding capacity statements—though surety confirmation is not required. Key personnel requirements include a Site Safety and Health Officer with at least three years of construction safety experience and a current 30-hour OSHA Construction Safety certification, as well as a Certified Erosion and Sediment Control Lead to manage erosion controls on site. All work must be tracked and reported using the Government-furnished Construction Contractor Module (QCS) within the Resident Management System (RMS), and contractors are expected to disclose their intent to bid when the formal solicitation is issued and indicate the percentage of work they will perform versus subcontract. Responses must be submitted via email to Contract Specialist Richard Bonnell by June 4, 2026, at 2:00 PM PDT and must include the firm’s CAGE Code and SAM.gov Unique Entity ID. This notice is solely for market research purposes and will not result in a contract award.

Full Description
Heise-Roberts Right Bank Upper System Damage Site # 1 ? This site is located on the right bank levee system approximately 1 mile upstream of Lorenzo Bridge. At this levee segment, the river is eroding the streambank to the point of encroaching on the toe of the levee. This levee segment is not armored with riprap. The levee needs riprap revetment to protect the toe and slope of the levee prior to the next flood event. Excavating down approximately 8? to the toe of the levee and armoring the levee with riprap on the riverside side of the levee is necessary to protect the levee from eroding. This site is approximately 600 linear feet in length.Heise-Roberts Right Bank Upper System Damage Site # 2 ? This site is located on the right bank levee near Lorenzo Bridge. At this levee segment the large, dumped stone upstream of the railroad bridge abutment has been undercut and washed downstream. Additional riprap is needed to key in the remaining riprap and protect the toe of the levee and areas of erosion on the slope of the levee. This site is approximately 600 linear feet in length.Heise-Roberts Right Bank Lower System Damage Site # 3 ? This site is located on the right bank levee system near Roberts Bridge. This site has experienced erosion at the toe of slope, and the riprap has slid down the slope of the levee, leaving the upper levee exposed to erosion. Riprap revetment would need to be keyed in with existing riprap to protect the upper part of the levee and existing riprap needs to be keyed in to create a stable toe. This site is approximately 300 linear feet in length.Heise-Roberts Left Bank Levee System Damage Site # 4 - This site is located on the left bank levee system, approximately 1.5 miles downstream of Lorenzo Bridge. This site is at an impingement point that eroded a large amount of riverbank that was repaired during a flood fight. A Riprap toe bench needs to be placed and keyed in with the existing slope riprap revetment placed during previous flood fight conditions. This site is approximately 600 linear feet in length.
