The US Army Engineer District Walla Walla is seeking market research through a sources-sought notice for the Heise Roberts Levee Rehab project, targeting qualified small businesses capable of performing levee rehabilitation along the Upper Snake River in Madison and Jefferson Counties, Idaho. The project involves repairing four distinct damage sites on the right and left bank levee systems near Lorenzo Bridge and Roberts Bridge, requiring riprap revetment installations to stabilize eroded toe and slope areas. Damage Site #1 on the right bank upstream of Lorenzo Bridge requires excavation to the levee toe and placement of riprap over 600 linear feet; Site #2 near Lorenzo Bridge needs additional riprap to key into existing material and prevent further undercutting; Site #3 near Roberts Bridge involves rekeying slipped riprap to restore slope integrity over 300 linear feet; and Site #4 on the left bank downstream of Lorenzo Bridge requires a riprap toe bench keyed into prior flood-repair revetment, also spanning 600 linear feet. The anticipated contract will be a firm-fixed price construction contract with a four-month performance period, and the work must comply rigorously with USACE Safety and Health Requirements Manual EM 385-1-1, including submission of an Accident Prevention Plan and Activity Hazard Analyses for each work phase. Contractors responding to this notice must demonstrate technical experience with similar levee rehabilitation projects and provide detailed references, business size certifications relevant to NAICS code 237990 with a $45 million small business size standard, and bonding capacity statements—though surety confirmation is not required. Key personnel requirements include a Site Safety and Health Officer with at least three years of construction safety experience and a current 30-hour OSHA Construction Safety certification, as well as a Certified Erosion and Sediment Control Lead to manage erosion controls on site. All work must be tracked and reported using the Government-furnished Construction Contractor Module (QCS) within the Resident Management System (RMS), and contractors are expected to disclose their intent to bid when the formal solicitation is issued and indicate the percentage of work they will perform versus subcontract.
