Hillsborough County intends to recommend the award of a noncompetitive procurement to Help Scout PBC, in the amount of $6,780.00, for a one (1) year period for an existing web-based help desk software platform (Help Scout) for the Communications & Digital Media Department. Help Scout is utilized by the Communications & Digital Media Department for communications work that includes multi-faceted campaigns that require simplicity, coordination, communication, archiving, and quick turnaround. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy in order to maintain compatibility with an existing integrated system, and the service is only reasonably available from one source. Help Scout PBC is the exclusive provider of Help Scout, a unique, simple, inexpensive, and long-established ticketing and tracking platform that the Communications & Digital Media Department has utilized since 2012. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge of the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made.
