HERITAGE & FEASIBILITY REVIEW

The Corporation of the Town of Georgina is soliciting proposals for a qualified heritage and architectural consultant to perform Phase 1 consultation and assessment services for Elmgrove Hall, located at 577 Catering Road. The scope of work includes conducting community consultation, preparing a combined Heritage Impact Assessment and a visual, non-invasive Building Condition Assessment, and developing up to three conceptual options for the site, such as adaptive reuse or stabilization. The project must comply with the Ontario Heritage Act, and the final goal is to provide a recommended approach to Council by early 2027. The contract is scheduled for an initial five-month term from approximately November 9, 2026, to March 25, 2027, with an approved budget upset limit of 40,000 dollars exclusive of refundable taxes. Bid submissions must be made electronically by October 14, 2026. The award will be based on the highest combined technical and financial score, with technical evaluation accounting for 80 points and financial evaluation for 20 points. Mandatory requirements include a pass/fail compliance review and a confirmation that no project components originate from Russia or Belarus. Selected consultants must maintain comprehensive insurance, including 5 million dollars in Commercial General Liability and Cyber/Privacy Breach Liability. The project documentation includes a Phase I Environmental Site Assessment and a Designated Substances Assessment Report, which identify the presence of asbestos and lead at the site. All deliverables must adhere to AODA and WCAG 2.1 Level AA accessibility standards.
