Hexagon New River Kinematics Spatial Analyzer Software Renewal and New Licenses

The Government is issuing a sole-source, firm-fixed-price order for Hexagon SpatialAnalyzer software licenses through solicitation HC102826R0040 to Hexagon Manufacturing Intelligence, Inc., the sole authorized reseller of the proprietary commercial software required by Portsmouth Naval Shipyard, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, and Norfolk Naval Shipyard. The contract covers five distinct CLINs with one license each for each shipyard location, including Naval Submarine Support Facility in New London, with a period of performance running from August 27, 2026, to August 26, 2027. All software must be delivered to the specified installation addresses, with FOB destination terms applying. Offerors must be the original equipment manufacturer or an authorized reseller, maintain active SAM registration, and submit complete pricing and FAR/DFARS representations. The evaluation is strictly non-LPTA, with a threshold technical acceptability requirement that must be met before price is evaluated, and award will go to the most advantageous offer based on combined price and technical merit. Invoicing is required exclusively through the Wide Area WorkFlow system, using approved document types and including the correct ACRN for each CLIN. Payment will be processed by HQ0810 using designated DoDAACs, and contractors must complete WAWF registration and training. The contract incorporates full commercial item clauses under FAR 52.212-1, -3, -4, and -5, alongside specific DFARS and MIL-STD requirements governing unique item identification, machine-readable Data Matrix labeling compliant with ISO/IEC 16022, and registration in the DoD IUID Registry. The contractual terms override all vendor standard conditions, prohibit automatic renewals, forbid unilateral termination, and restrict audit access to government systems, reserving all dispute resolutions and legal representation to federal statutes and the Department of Justice.
