Request for Information - Small Uncrewed Aerial System (sUAS) Capabilities
Solicitation # sUAS_RPRD_2026
The Air Force Life Cycle Management Center (AFLCMC) has issued a presolicitation Request for Information (RFI) under solicitation number sUAS_RPRD_2026 to identify domestically produced, production-ready Small Uncrewed Aerial Systems (sUAS) and related components. The effort is organized around five lines of effort: hardware, software, communications, sensors, and kinetics. These capabilities are intended to support five specific missions, including Long Range and Medium Range One Way Attack, Air Interdiction, Air Launched Effects, and Medium Range Intelligence, Surveillance, and Reconnaissance. The government is specifically interested in Group 1, 2, and 3 platforms, with a requirement that production-ready systems be available within six months of a potential contract award. Key requirements emphasize strict regulatory and security compliance, including adherence to section 848 of the FY 2020 NDAA, FAA regulations, and ITAR export controls. Systems must feature robust cybersecurity and anti-tamper protections to prevent unauthorized access and data breaches. Respondents must provide detailed company information, including their SAM registration, CAGE code, and small business status, while disclosing any non-U.S. manufacturing. As this is currently an RFI for market research purposes, it does not constitute a formal solicitation, and no formal contract value or award evaluation factors have been established. Responses are due by November 30, 2026.

The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), through the Eastern Region Acquisition Division, intends to award a sole source contract to Gulfstream Aerospace Corporation for the procurement of a new Gulfstream 550 aircraft. This acquisition, categorized under NAICS code 336411 for Aircraft Manufacturing, is a congressionally directed effort to replace the aging Gulfstream IV-SP used by the Office of Marine and Aviation Operations Aircraft Operations Center. The new G550 will be modified to support high altitude weather research, specifically for tropical cyclone surveillance and reconnaissance, as well as operations in Arctic environments. The contract includes an option to purchase a second modified G550 to serve as a backup aircraft. Gulfstream Aerospace Corporation was identified as the sole source for this requirement due to proprietary data rights and specific platform capabilities necessary to meet NOAA's specialized scientific and instrumentation needs. The procurement process followed FAR Part 15 procedures, with the government maintaining discretion over competition based on submitted statements of capabilities. Administrative oversight for this award is managed by the Norfolk, Virginia office, with the primary objective of ensuring continued capability for critical global weather research and atmospheric data collection.

Full Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 15, intends to award a sole source contract to Gulfstream Aerospace Corporation for the NOAA Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC). The contract will be for the purchase of a new Gulfstream 550 aircraft (G550), modified for use in supporting NOAA research and scientific programs. The contract will include an option to purchase a second new, modified G550. This is a congressionally directed effort to procure a replacement and backup aircraft for the NOAA Gulfstream IV-SP (GIV-SP; serial number 1246 and FAA registration N49RF). The NOAA/OMAO/AOC owns and operates a GIV-SP for the purpose of high altitude weather research. The primary mission is for tropical cyclone surveillance, research, and reconnaissance during the hurricane season, starting 01 June and ending 30 November every year; however, the NOAA GIV-SP operates world-wide in tropical as well as Arctic environments. The GIV-SP, purchased new in 1995, underwent several scientific and instrumentation modifications to meet NOAA/OMAO's diverse and specialized mission requirements. NOAA intends to replace the uniquely configured GIV-SP with the G550, fully modified, from Gulfstream Aerospace Corporation. The North American Industry Classification Code (NAICS) for this acquisition is 336411, Aircraft Manufacturing. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements as set forth in Attachment 1, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 8:00 AM EST on September 24, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to fully provide for the requirement within the timeframes/schedule specified. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to James Rall at james.rall@noaa.gov (Cc andrew.hildebrandt@noaa.gov) by 8:00 AM EST on September 24, 2018.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
