This solicitation, FA8601-26-Q-00260001, issued by the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, seeks a high-speed, high dynamic range thermal imaging system operating in the medium-wavelength infrared (MWIR) band under a combined synopsis/solicitation structured for commercial products in accordance with FAR Part 12. The requirement is for a single system, specifically an HDR M700 or equivalent, to be delivered no later than eight months after receipt of order to the designated location at Wright-Patterson AFB with FOB Destination terms, meaning the vendor assumes full responsibility for all shipping, handling, insurance, customs clearance, duties, taxes, and other delivery-related costs, none of which may be billed separately and must be included in the unit price. The Government will inspect and accept the system at the delivery point, with acceptance presumed 60 days after delivery unless otherwise notified, and all items must be manufactured in a qualifying country per DFARS 225.872; products from non-qualifying countries will be rejected at the contractor’s expense. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the offeror submitting the lowest evaluated price that meets mandatory compliance thresholds: conformance to all technical and administrative requirements, an "Acceptable" rating on technical capability, and a fair, reasonable, and unbalanced price. Offerors must hold their prices firm for 60 days after the quote due date and be currently registered in SAM with a valid UEI and CAGE code, as failure to maintain SAM registration renders a quote non-responsive regardless of other completeness. A mandatory CMMC Level 1 assessment is required, with results certified in the SPRS module of PIEE to demonstrate compliance with 15 basic safeguarding requirements. All submissions must include a completed Required Information Sheet and a detailed description of the equipment, not pricing alone, and must be emailed as a single message not exceeding five megabytes with only .pdf, .doc, .docx, .xls, or .xlsx attachments—no compressed or executable files are permitted. Quotes must be in whole dollars, follow the CLIN structure, and include the aggregate total of base and any option years. The contract includes clauses for electronic payment via WAWF, item unique identification per MIL-STD-130 using two-dimensional data matrix symbology, prohibitions on covered telecommunications equipment, and the
