High Performance Computing Modernization Program (HPCMP) Integrated Technical Services - Restricted (HITS-R) II THIS IS NOT A REQUEST FOR PROPOSALS. This synopsis is to make available a notice of proposed contract action as required by FAR 5.201. The Government intends to issue a solicitation, W912DY-19-R-0001 (formerly W912DY-17-R-0015), in November 2018. The U.S. Army Corps of Engineers, Engineering and Support Center (CEHNC) requires a contract to support the DoD Science and Technology, Research and Development, Test and Evaluation communities, all of which access the DoD High Performance Computing Modernization Program (HPCMP) Supercomputer systems. These systems support the Defense Research and Engineering Network/Secure Defense Research and Engineering Network (DREN/SDREN) both classified and unclassified. The mission of HPCMP is to accelerate technology development and transition to superior defense capabilities, in order to provide DoD's scientists and engineers with the resources necessary to solve the most demanding warfighter problems through the strategic application of high performance computing, networking, and computational expertise. The Program operates five (5) DoD Supercomputing Resource Centers (DSRCs) with associated Local Area Networks (LANs) / Wide Area Networks (WANs) and develops High Performance Computing (HPC) software applications and support environments. The contract will be a single award task order contract (SATOC) Indefinite-Delivery-Indefinite-Quantity (IDIQ). The task orders will be both firm-fixed-price (FFP) and cost-plus-fixed-fee (CPFF). The IDIQ will have a five-year ordering period. A best-value trade-off method will be used. This solicitation is a 100% Small Business set-aside. The North American Industry Classification System (NAICS) code is 541513 - Computer Facilities Management Services and the size standard is $27.5M. This solicitation will be issued in electronic format only. The proposal due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, faxes, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. Call +1 (555) 000-0000 for more information or visit the SAM website at http://www.sam.gov. After completing SAM, in order to download documents contractors and their subcontractors must register at www.fbo.gov. In order to locate solicitation, Contractors can go to FedBizOpps and search for the solicitation number at www.fbo.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
