High-quality shake table for IMU verification and validation testing (+ software)

The Food and Drug Administration (FDA) is seeking a turnkey single-axis linear motion calibration system, also known as a shake table, for the verification, calibration, and validation testing of inertial measurement devices. The system must be fully assembled, factory-tested, and factory-calibrated prior to shipment to Silver Spring, Maryland. Key technical requirements include integrated position and acceleration sensors, closed-loop motion control, and control software compatible with MATLAB and/or Python capable of generating programmable arbitrary motion profiles. The system must also incorporate critical safety features, including a hard-wired emergency stop, over-current protection, and fault detection with automatic safe shutdown. The acquisition is conducted as a non-set-aside solicitation under FAR Part 12, with award based on a best value tradeoff between price and technical merit. To be eligible, offerors must meet all minimum acceptable specifications, while higher technical merit is awarded to systems approaching preferred performance values, particularly regarding well-characterized drift. Deliverables include NIST-traceable calibration certificates, technical documentation, and at least four hours of remote training for government personnel. The contractor must complete delivery within 90 days of award and installation within 10 days of delivery, with a one-year warranty commencing upon government acceptance. Invoicing must be processed electronically through the Invoice Processing Platform.
