High School Track Improvements

The Town of Putnam is soliciting sealed bids for the renovation of the Saint Marie-Greenhalgh Sports Complex running track and D zones, located at Wicker Street in Putnam, Connecticut. The project involves the complete removal and replacement of the existing track and associated D zones, along with the installation of new drainage systems, fencing, and a project sign in accordance with specifications prepared by CHA. The work is organized under Divisions 31, 32, and 33 of the specifications, covering earthwork, exterior improvements, and utilities, and is supported by 10 detailed drawings titled “Putnam High School Track & Field Replacement.” The project also requires the procurement of a building permit, submission of as-built drawings for all utilities, and strict adherence to manufacturer guidelines for material storage, handling, and delivery. All materials must be packaged with weight, analysis, and manufacturer information, stored off the ground on approved platforms, and protected from UV and moisture damage. The contractor is responsible for all inspections and testing, including soil and subbase material validation per ASTM standards, and must submit test reports directly to the Engineer with full documentation of test locations and corrective actions taken. Bids must be submitted by 11:00 AM on August 6, 2026, in a sealed envelope endorsed with the project title and delivered to the Town Administrator at Putnam Town Hall. Each bid must include a bid security equal to 10% of the bid price, in the form of a bid bond, cashier’s check, or certified check issued by a Connecticut-qualified entity. The award will be made to the lowest responsible and eligible bidder based solely on the base bid price, with no weighting assigned to other factors. Responsibility will be evaluated based on demonstrated ability, experience, capital, and plant resources to complete the work within the required timeframe. The successful bidder must provide performance and payment bonds for 100% of the contract value, issued by a Connecticut-qualified surety, with bonds remaining in effect for one year after final acceptance. The contract is subject to prevailing wage rates as posted by the Connecticut Department of Labor, affirmative action requirements, and mandatory participation reporting for minority, women-owned, and small business enterprises through the DAS Supplier Diversity Program. Contract administration requires milestone-based progress payments on or about the 30th of each month at 95% of completed work, with 5% retainage until 50% completion, after which no further retainage is withheld.
