AMENDMENT 01 DETAILS:


The purpose of this amendment is to release the Draft Performance Specification (PSPEC) for the Vibratory Compactor (VC) for industry review, and to formally clarify the correct NAICS code for this effort.


  • NAICS Code Correction: The NAICS code for this requirement is officially corrected/confirmed as 333120 (Construction Machinery Manufacturing). The previous reference to NAICS 237990 in the original header is hereby superseded.
  • Action Required: Interested vendors are highly encouraged to review the attached Draft PSPEC and submit any questions, comments, or recommendations on the requirements.
  • Submission Format: All feedback may be submitted in the contractor's preferred format.

            This Pre-solicitation Notice is being posted in advance of the Solicitation. No. M67854-26-R-5314 for the High-Speed Vibratory Compactors (HSVC). The forthcoming solicitation will be issued as a full and open competition.  Information contained in this notice is subject to change. No proposals are being requested at this time.


The Portfolio Acquisition Executive Marine Corps (PAE MC), Program Manager Combat Support Systems (PM CSS), Product Manager Engineer Systems (PdM ES) anticipates acquiring High-Speed Vibratory Compactor (HSVCs) and other accessories which include modifications, spare part kits, break-in kits, and preventative and maintenance services.


The Government anticipates a Request for Proposal (RFP) to be released in the fourth quarter of Fiscal Year (FY) 26 with an ordering period of five years. The applicable NAICS code is 333120, Construction Machinery Manufacturing.  The PSC Code is 3990, Miscellaneous Materials Handling Equipment. It is the intent of the Government to utilize Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 15 (Contracting by Negotiation) to ultimately award a single, five-year Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ).


The HSVC shall be a commercially available item with military modification capabilities. The HSVC shall be a single drum platform with a bolt-on padfoot kit capable of compacting various types of soil, such as gravel, and other materials by applying rapid vibrations along with pressure.  HSVCs will be used for ground and aviation units to support various types of horizontal construction, including construction of roads, airfield complexes, dams, open storage areas, hard stands for vehicle and equipment parks; repair of bomb damage on airfields; and compaction of building sites.


Solicitation M67854-26-R-5314 is anticipated to be issued in July 2026 but is subject to change. Upon its release, the solicitation will be issued electronically, and be available for downloading at the Contracting Opportunities platform, https://sam.gov and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil/sol/xhtm/unauth/index.xhtml. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting the solicitation and any amendments thereto. Amendments, if any, will be posted at the same location as the original solicitation.


By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.
