This is a notice of Intent to Sole Source. USDA APHIS, Wildlife Services (WS) intends to issue a Sole source award for the HogEye Cellular Camera Systems.  North American Industry Classification System (NAICS) Code: 334220 Product Service Code (PSC): 6710 Cameras, Motion Picture


In accordance with the RFO FAR 12.201-1 (C)(2) Simplified procedures will be used for awarding the contract. The anticipated award date is September 28, 2026.


(1) Mission Area and Contracting Activity.


United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) located in Mississippi intends to award a sole source purchase order as it has been deemed that only one source is available to meet this specific requirement.


(2) Nature and/or description of the action being approved.


USDA APHIS proposes to enter a sole source purchase order with Wildlife Dominion Management, LLC. The Contractor shall furnish, deliver, and support a remote wildlife deterrent system composed of (a) live-video, cellular-enabled HogEye camera systems and (b) propane scare cannons, plus any integration hardware and software necessary to remotely trigger the cannons (and optional pyrotechnic launchers) from the camera interface.

(3) A description of the supplies or services required to meet the agency’s needs.


Wildlife Dominion is the original manufacturer of the HogEye Cellular Camera Systems which is being requested. The company uses proprietary parts and software that are not made available to third-party service providers. As a result, no other vendors or technicians are authorized or technically capable of performing maintenance or repairs on this instrument, nor can they obtain the necessary parts to service or replace malfunctioning components.


Because of these restrictions, only Wildlife Dominion can provide qualified technical support, authorized repairs, and genuine replacement parts for the HogEye Cellular Camera Systems. These instruments are crucial to the operational activities of  Wildlife Services (WS).  Improper maintenance or unauthorized repairs would risk equipment failure, work stoppages, and significant additional costs associated with restoring or replacing the instrument.


(4) Identify the statutory authority permitting other than full and open competition.


The statutory authority supporting the placement of an order or establishment of a Blanket Purchase Agreement (BPA) that exceeds the micro-purchase threshold on a sole source basis is:  FAR 16.507-7 - Items Peculiar to One Manufacturer


(5) Demonstrate that the proposed contractor's unique qualifications or the nature of the acquisition requires using the authority cited.


The Wildlife Dominion HOGEYE Cellular Camera Systems possesses unique capabilities not available in other commercially available camera systems.  Wildlife Dominion’s integration of hardware/software allows for the remote trigging of propane cannons (and optional pyrotechnic launchers) from the camera interface. This feature is essential to the USDA’s ongoing, non-lethal harassment of piscivorous bird species to mitigate depredation to aquaculture facilities.


No other manufacturer offers a spectrometer with identical calibration technology, analytical algorithms, or output compatibility.  Competing instruments lack one or more of the following required capabilities:


  • Solar-powered cellular camera system with infrared night vision and motion-triggered detection.
  • Real-time alerts with image/video capture sent via cellular LTE network.
  • Rugged, weatherproof design for field deployment in aquaculture environments.
  • Integrated remote-control unit allowing linkage with deterrent devices (e.g., propane cannons, pyrotechnic launchers).
  • Remote arming/disarming capability through secure app interface.
  • Capable of sustained autonomous field operation without daily maintenance.
  • Live video.
  • Cellular-enabled camera systems.
  • Propane scare cannons.
  • Remote cannon detonation.

(6) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.


The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable based on a thorough comparison of historical pricing data from the prior contract and the development of an Independent Government Cost Estimate (IGCE) using current market rates.


(7) A description of the market research conducted, and the results or a statement of the reason Market Research was not conducted.


Market research was conducted to verify the availability of comparable cellular camera systems from other vendors. The findings confirmed that no other cellular camera systems met our required compatibility and performance criteria.
