The Department of Housing and Urban Development (HUD), through its Economic and Market Analysis Division, is seeking a subscription to a dynamic real estate data and analytics database to support housing market research and reporting across the United States. The contract requires the provision of up to 50 user licenses for an online platform offering comprehensive home sales data, including transaction-level details such as buyer and seller names, property addresses, sale prices, sale types (new, resale, REO, existing), square footage, lender information, and subdivision data, all aggregated monthly and available in analyzable formats like .CSV or .xlsx. The platform must be accessible via HUD-approved software on both HUD-issued and personal computers, with 24/7 availability, and must include robust querying, saving, and sharing capabilities with visual reporting tools for tables, graphs, and charts. A dedicated project manager must be provided to assist users, and the contractor is required to deliver data updates at least twice per month. The contract structure includes a 12-month base period starting September 26, 2026, with four additional 12-month option periods extending through September 25, 2031, all awarded on a Firm-Fixed-Price basis with pricing submitted for each line item and period of performance. Proposals must be submitted electronically by the revised deadline of July 24, 2026, and must adhere to strict format requirements, including a two-part submission: Part I containing a technical approach addressing the Performance Work Statement, a management plan limited to two pages, and a proposal matrix mapping responses to evaluation factors, and Part II containing a separate, itemized price quotation for all line items covering a 36-month period. Evaluation is conducted under the Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability and responsibility serving as mandatory pass/fail gates. Offerors must demonstrate comprehension of HUD’s requirements, a viable implementation plan with risk mitigation, and effective communication protocols. Compliance with numerous Federal Acquisition Regulation clauses is mandatory, including provisions for personal identity verification, reporting of executive compensation, System for Award Management maintenance, Buy American requirements (with Alternate I), and prohibitions on internal confidentiality agreements. All deliverables are the property of the U.S. Government with HUD holding unlimited rights.
