Full Description

The contract action was not awarded competitively and was not fixed-price. GSA has an urgent need for HSPD-12 and ICAM services in order to maintain and avoid an interruption of services to the Government due to a GAO protest and a lapse in coverage. Conducting a competition to award a bridge contract would require significant time during which GSA would be unable to provide the critical Security Services required. A labor hour contract type is required due to it is not possible to estimate accurately the extent and duration of the work or anticipate costs with any reasonable degree of confidence.
