To gauge overall performance, the agency is developing a data management system. This system is used to provide collection and analysis of performance data, and reporting and dissemination of results. By having valid and reliable performance monitoring data available, the agency can make sound decisions on its performance-related issues. 1.2 PURPOSE: As part of this effort, the agency is formulating an of array measures to track strategic performance of its programs and processes at the agency level. This document proposes the procurement of a Survey System. The Survey System will fulfill the data collection portion of the performance measurement requirement by providing the tools and knowledge needed to create survey instruments, gather and sanitize valid data, combine the data with performance information from other sources, assemble data into useful reports, provide interpretation and analysis capabilities and display results in reports that are useful at various levels of management. The system will integrate and include survey data currently being collected and analyzed by and for the Defense Security Service Strategic Management Office (SMO) and other programs and functions as appropriate and practical. 2. OBJECTIVE 2.1 Scope The intent of DSS is to procure a DSS Survey System, to collect, analyze, and report all agency required performance data that are not being otherwise collected through the agency's transactional and operational systems (i.e., JPAS, DCII, ISDF, cost accounting, etc.). The term - system encompasses people, processes and tools. It does not refer solely to information technology (IT)-related equipment, processes and software although these are components of the - survey system.) This data is required for the agency to have the information it needs to make informed business decisions, and supports Government Performance and Reporting Act (GPRA) and the President's Management Agenda (PMA) in the areas of the Integration of Performance and Budget (IPB), Strategic Management of Human Capitol (HC), and the Expanded Use of e-Government. The collection, analysis and reporting of this data is required to support measurement of progress toward completion and results of pursuing the agency's strategic goals and objectives identified in its Balanced Scorecard. Additionally, it supports iterative development of the agency's strategic plans and Balanced Scorecards. 2.2 Survey System Proposal We propose to create a system for gathering data in support of certain performance measures that cannot be gathered or determined through agency operational or transactional data. This system will be used to administer surveys continuously to subsets of customers, employees, and stakeholders. Survey formats will include web, email, and paper. Populations will be contacted via email invitation, directly at the point of service, and by interviewers. Questions and responses administered in any format will be combined for analysis regardless of the source. Data will be available for integration and analysis in concert with other performance data. The combined results will be formatted and interpreted in the context of performance monitoring. Results for different areas of responsibility will be given to managers in a standardized format, ultimately via the agency's business intelligence tool. The managers will be able to drill down into the results and conduct further analysis as desired. They will not be able to alter the underlying data. Reports will emphasize trends and make it possible to track changes in performance to changes in agency practice, enabling the data to be used effectively as a management tool. The system will also be available to support any other agency survey data gathering or polling needs, including ad hoc surveys, newly defined ongoing survey programs, and any other activity in which the agency needs to gather opinions or other input from a group of respondents and analyze the results. This requirement means the system must be flexible and the means for creating new surveys from existing question banks must be available to agency staff or support contractors. Access to data will be based upon role and responsibilities. The goal is to create a full system, rather than engaging in a single survey effort. A full survey system will yield repeatable processes, aiding consistency, increasing validity, and building on past success. Ultimately the survey system costs less for repeated administration than a succession of one-off implementations would. Continuous administration of the survey to small groups rather than - big bang surveying of the entire population will support ongoing performance monitoring, permitting executives and upper-level managers to see the impact of strategic changes in a much shorter timeframe than is possible now or would be possible with larger but less frequent surveys, in many cases monthly rather than annually. 2.3 System Design and Performance Data to Be Collected The performance data to be collected by this survey system will encompass the following: - Measures of agency employee climate o Employee satisfaction o Culture assessment o Agency knowledge transfer (e.g., have the employees truly heard and understood leadership's messages) o Effectiveness of agency's communication process o 360o Peer Reviews o Diversity assessments o Other employee/employment assessments - Measures of process, program, and project performance using traditional customer and stakeholder satisfaction surveys. Some of this data may be combined with other process data for more robust analysis of process performance. - Student course & awareness product evaluations o Content assessments o Assessment of relevance and usefulness - Other community assessments E.g., did the community understand & retain the intended security message/information? - The system will also be used for customer needs assessment. System design will include the following: - Assisting DSS to identify all target populations from which there is a need to collect performance data - Creating survey/assessment strategies to support these modalities: o Invitation by e-mail & web based methods o Person to person interview where appropriate o Point of service for: - Call Center satisfaction (i.e., wait time, courtesy of response, knowledgeable help) - Web site (i.e., was the web page easy to navigate; was the information helpful, etc.) - Creating valid and reliable question banks and survey/assessment tools - Developing sampling strategies & invitation strategies - Developing survey tools - Question bank & survey tool approval by DoD and Office of Management and Budget (OMB) as required by laws, regulations and directives - Acquiring the most appropriate method for automated data collection (software) - Planning & management of survey administration - Response monitoring (to assure that a sufficiently high proportion of the target population has responded to the survey) - Secure data collection & data sanitizing - Reporting & data analysis - Data transfer into appropriate DSS data warehouse - Knowledge transfer concerning valid and reliable survey design and administration practices - System/process management - Survey results feedback to DSS management and survey population as appropriate. 2.4 Benefits of Survey System The thoughtful planning, development and implementation of a consolidated and centralized system will produce many benefits and assist the agency to achieve its strategic objectives. Major areas include: 1. Obtaining needed performance data to manage the agency and help improve agency performance. 2. Obtaining valid and reliable data to support making informed decisions. 3. Coming into compliance with Federal (GPRA, PMA, etc) and DoD requirements to monitor and report on performance. 4. Improving its image with customers and employees. 5. Phased approach to deployment that will allow incremental implementation to help control pace of change and costs. Some specific strategic process and data quality benefits are included in section 3.3. The system will be as automated as appropriate; will be designed to be flexible and scaleable to adapt to the agency's data needs for any given performance cycle; and will produce a continual stream of data for more effective reporting. The system will be designed and managed to limit the burden on those from whom information is sought; it will limit and manage the frequency of administered surveys within a population so that no one will be survey more than once a cycle. Continual monitoring will enable the agency to track effects of changes in policies, programs, initiatives and projects on the agency's overall performance over time. This will allow for more rapid identification of and response to issues that could negatively affect the execution of agency strategy resulting in less than desirable performance results. Tools associated with the system will deliver reports and permit agency personnel to drill down into data, allowing for more efficient problem solving through better identification of cause and effect relationships between agency actions and outcomes. To be most effective, the recommended approach must be coordinated with and incorporated into the agency's Enterprise Architecture & Infrastructure planning and development. 3.0 PERIOD OF PERFORMANCE Base Period : 15 May 2009 to 14 May 2010 Option Period 1: 15 May 2010 to 14 May 2011 Option Period 2: 15 May 2011 to 14 May 2012 52.217-9 Option to Extend the Term of the Contract 4.0 Travel The government does not anticipate that travel shall be required during the execution of this delivery order. 5.0 Location The Contractor shall perform functions at Contractor site(s). 6.0 Unauthorized Disclosure The Contractor shall not publish or disclose in any manner, without the Contracting Officer's written consent, the details of any safeguards either designed or developed by the Contractor under this contract or otherwise provided by the Government. (b) Representation. [Complete only if the offeror is a women-owned business concern and has not represented itself as a small business concern in paragraph (b)(1) of FAR 52.219-1, Small Business Program Representations, of this solicitation.] The offeror represents that it ( ) is a women-owned business concern. (End of provision) 52.209-5 CERTIFICATION REGARDING RESPONSIBILITY MATTERS (DEC 2008) (a)(1) The Offeror certifies, to the best of its knowledge and belief, that- (i) The Offeror and/or any of its Principals- (A) Are ( ) are not ( ) presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency; (B) Have ( ) have not ( ), within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, state, or local) contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and (C) Are ( ) are not ( ) presently indicted for, or otherwise criminally or civilly charged by a governmental entity with, commission of any of the offenses enumerated in paragraph (a)(1)(i)(B) of this provision.; and (D) Have [ballot], have not [ballot], within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied. (1) Federal taxes are considered delinquent if both of the following criteria apply: (i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted. (ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded. (2) Examples. (i) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights. (ii) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights. (iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment. (iv) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code). (ii) The Offeror has ( ) has not ( ), within a three-year period preceding this offer, had one or more contracts terminated for default by any Federal agency. (2) Principal, for the purposes of this certification, means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a subsidiary, division, or business segment; and similar positions). (b) The Offeror shall provide immediate written notice to the Contracting Officer if, at any time prior to contract award, the Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances. (c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the certification will be considered in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible. (d) Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a) of this provision. The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings. (e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If it is later determined that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default. (End of provision) 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JUN 2008) An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is conducting market research through a Request for Information (RFI) for Personnel Vetting (PV) Fieldwork Services. The agency intends to establish a flexible, cost-efficient business model to provide investigative products, including Enhanced Subject Interviews and continuous vetting alert resolution, in support of the Trusted Workforce 2.0 transition. The proposed acquisition strategy involves awarding multiple Firm-Fixed Unit-Price (FFUP) single-award IDIQ contracts divided into two functional tracks: Track 1 for Initial Vetting and Track 2 for Other Vetting Scenarios. The projected contract structure includes a five-year base period with five one-year options, with a target award date of July 2027. Workload distribution will be managed through a dynamic, performance-based points system based on semi-annual evaluations of price, timeliness, and quality. Contractors must meet stringent security requirements, including CMMC Level 2 Third-Party Assessment for systems processing Controlled Unclassified Information and adherence to FedRAMP Moderate or DoD Impact Level 5 equivalency for cloud services. While services will primarily leverage virtual capabilities nationwide, the contract allows for in-person interviews and potential international fieldwork. All investigators must be trained according to National Training Standards, and the government retains final authority over the inspection and acceptance of all investigative products.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
