Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program
Solicitation # 36C79126R0011
The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple single-award, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to support non-opioid pain management across 168 VA Medical Centers and over 1,000 Community Based Outpatient Clinics. The scope includes portable TENS units, Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy (SWD) devices, and portable neuromodulation systems for headache disorders, along with associated consumables such as electrodes, lead wires, and chargers. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing Service-Disabled Veteran-Owned Small Businesses (Tier 1), followed by Veteran-Owned Small Businesses (Tier 2), other small business concerns (Tier 3), and finally other-than-small business concerns (Tier 4). Award methodology varies by item: CLINs X001 through X004 are evaluated based on Lowest Price Technically Acceptable (LPTA) procedures, while CLIN X005 is evaluated using a Best Value Tradeoff method, weighting technical factors at 60 percent, price at 25 percent, and past performance at 15 percent. Responsive proposals must include a signed SF 1449, a Technical Capability Statement, FDA 510(k) clearance letters, and three recent past performance documents. Non-manufacturers must provide OEM-issued Authorized Distributor Letters. Mandatory certifications include the Price Matrix, Limitations on Subcontracting, and either the Buy American Certificate (for small businesses) or the Trade Agreements Certificate (for large businesses). Product samples for every offered item must be shipped to the Denver Logistics Service facility. Following several amendments, the final deadline for the receipt of all proposal documentation and product samples is November 2, 2026, at 12:00 PM CDT.

Solicitation # W91CRB-26-AWSP-Scanner-Ultrasonic-Ocular-RPP
The Portfolio Acquisition Executive Maneuver Ground, Project Manager Maneuver Medical Systems is soliciting prototype proposals for Scanner Ultrasonic Ocular devices under Other Transaction Authority pursuant to 10 U.S.C. 4022. The objective is to identify and award two prototype agreements to procure FDA-approved commercial off-the-shelf or non-developmental item solutions that require minimal to no modification. The estimated period of performance is twelve months, with awards expected in FY27 Q1 and prototype delivery required within 45 to 60 days after award. This procurement is not a FAR-based solicitation and utilizes a comparative best-fit methodology for award, prioritizing technical approach, maturity, performance compliance, reliability, schedule realism, and past performance over cost. Proposals must be submitted in four volumes by November 3, 2026, and include a Trade Agreements Act certificate and SAM.gov registration. Due to the volatility of demands, and frequent quantity changes on open
purchase requests, offerors are highly encouraged to submit quantity

provides the buyer the option to combine requirements or reduce the
quantity as needed without resoliciting or adding any additional
administrative burden for either party involved when making an award.
This does not apply to Auto IDC.
If you anticipate quoting on a solicitation after the closing date,
please submit a DIBBS quote with a bid type of “No Bid” and place an

does not prevent you from submitting an actual quote on DIBBS at a later
date. It will overlay your previous no quote. This informs buyers of
your intention to quote and prevents multiple calls for updates and
cancelling of requirements assumed to be non-procurable due to no
quotes/sources. The submission of an anticipated quote date does not
preclude DLA from making an award to another acceptable timely offer.
