AI Contract Overview
McDuffie County is seeking sealed proposals from qualified contractors to provide on-call debris removal, collection, and disposal services in the aftermath of a disaster. The contract is designed as a pre-event agreement, allowing the County to quickly mobilize cleanup efforts without immediate costs, as the County does not guarantee a minimum contract value. The scope includes providing all necessary materials and services to address debris generated by disasters, with the flexibility to adapt to the type, quantity, and dispersal of debris, which can vary significantly depending on the event's severity. This arrangement aims to enhance the County’s capacity to respond swiftly and effectively to catastrophic incidents, especially when local resources and staffing may be insufficient. Private contractors will be employed to supplement County and volunteer efforts if existing resources prove inadequate for timely debris removal. They will be given specific operational instructions based on the incident's needs, with their involvement tailored accordingly. The contract emphasizes the importance of rapid response to mitigate disaster impacts and ensure efficient debris management. The procurement process is open with a response deadline of December 6, 2024, and the contract size ranges from $500,000 to $5,000,000. Interested parties can contact Carrie Edwards at the McDuffie County Board of Commissioners for further details.

Full Description
This RFP will allow the County to be able to quickly begin any cleanup that will assist in alleviating the effects of such an event. The quantity and type of debris generated, its location, and the size of the area over which it is dispersed directly impact the type of collection and disposal methods used to address the debris problem, associated costs incurred, and the speed with which the problem can be addressed. In a major catastrophic disaster, the County may have difficulty locating staff, be understaffed, have problems locating equipment, and may have difficulty funding the debris removal in the short term as well as long term. Private contractors play a significant role in the debris removal, collection, reduction, and disposal process. Private contractors may be employed to supplement the efforts of the County¿s and volunteer works crews. If it is determined that the available resources are insufficient to complete the debris removal process in a timely manner then the pre-selected private contractors may be utilized to perform all or parts of the clean-up. They will be advised and given explicit details as to the scope of their operations. The extent of their involvement will be dictated by the needs of the County and are incident-specific.
