HVAC Building Automation Controls Service Contract

The Defense Threat Reduction Agency (DTRA) has awarded contract HDTRA226R0020 to Automated Control Systems, Inc. (ACSI) for the maintenance and lifecycle management of the air-gapped Distech Building Automation Control System at DTRA Bldg. 20336, Kirtland AFB, New Mexico. This sole-source acquisition, valued at $196,438.01 over a five-year period consisting of a one-year base and four option years, is justified under FAR 13.106-1(b)(1) due to ACSI's status as the exclusive manufacturer-authorized Local Distributor Partner with the required Distech and Niagara 4 certifications. The scope is strictly limited to systems integration, administration, and hardware replacement for the controls, databases, and communication network, explicitly excluding physical mechanical HVAC plant equipment. Critical performance requirements include a maximum system downtime of 24 hours and an emergency on-site response time of one to two hours. Due to the mission-critical and air-gapped nature of the system, all manual software patching requires prior approval from the DTRA IT Security (ISSM). As a final deliverable, the contractor must provide a Site-Specific Configuration and Turnover Package containing as-built logic, configuration files, and administrative credentials to ensure future competition and system continuity.
