Solicitation W9124J-26-Q-A012 is a 100% Small Business Set-Aside for the removal and replacement of four failed exterior wall-mounted commercial air conditioning units at the Naval Medical Forces Development Command, Building R185, located at Fort Sam Houston, Texas. The project requires the installation of three three-ton units and one one-ton split package unit equivalent to the existing manufacturer, along with associated electrical and ductwork connections. Additionally, the scope includes electrical services to connect four furniture power poles and six electrical whips to existing outlets. The estimated project value is between 35,000 and 150,000 dollars, and the government intends to award a Firm-Fixed-Price contract based on the Lowest Price Technically Acceptable (LPTA) evaluation method. The contractor must provide a detailed technical approach, proof of past performance on at least two similar projects from the last three years, and resumes for key personnel, including lead technicians with EPA Section 608 Universal Certifications. All work must comply with the National Electrical Code, UFGS, and other applicable federal and local standards. Due to the project value, alternative payment protections under FAR 52.228-13 apply, allowing for a payment bond or an irrevocable letter of credit. The contractor is also required to use the Wide Area WorkFlow system for invoicing and must adhere to Davis-Bacon Act wage requirements. Final acceptance is contingent upon the successful testing, balancing, and commissioning of all units and the provision of staff training on operation and maintenance.
