HVAC WATER TREATMENT SERVICES FOR U.S. EMBASSY PHILIPPINES

The U.S. Embassy in Manila is soliciting quotations for HVAC water treatment services to maintain systems at the Chancery, Chief of Mission Residence, and Seafront Compound. The scope of work includes preventive maintenance, testing, chemical procurement, and descaling to control corrosion, scaling, and microbiological fouling. The contract is structured as a firm fixed price award for a one-year base period with three one-year options, for a total potential duration of four years. Award will be made to the lowest priced, responsible offeror who meets the technical acceptability thresholds, which include attending a mandatory site visit and providing a qualified Project Engineer and staff with at least two years of experience. Contractors must adhere to strict performance benchmarks for pH, conductivity, and corrosion rates, utilizing molybdate-based inhibitors. Key deliverables include service reports submitted within five business days of visits and corrosion coupon analysis every 90 days. Compliance with U.S. Government standards, including FAR, DOSAR, OSHA, and NFPA, as well as Philippine hazardous waste disposal laws, is mandatory. Offerors must maintain active SAM registration and provide all required local business permits. Invoices are submitted monthly via email and are exempt from Value Added Tax.
